U.S., EU to present Mideast peace plan in last push to prevent Palestinian UN bid

Mideast Quartet to hold summit in Washington on July 11 and present new international peace plan as alternative to the Palestinian move.
In a last-minute effort to stop the Palestinians from seeking unilateral recognition at the United Nations in September, the Mideast Quartet is planning to present a new international peace plan at a summit in Washington on July 11, senior Israeli and European officials said Tuesday.

The Quartet's envoys - representing the United States, the European Union, the United Nations, and Russia – will be mapping out a peace plan based on U.S. President Barack Obama's Mideast speech on May 19, which is supposed to present an alternative to the Palestinian move at the UN.

The summit will be taking place at a very critical time – only four days before the appointed date that the Palestinians set to officially appeal to the
United Nations Secretary General Ban Ki-moon and to send him Palestine's request for full membership at the UN.
The Palestinians must appeal to the UN chief on July 15 if they wish to have sufficient time to suggest the subject for a vote during the UN General Assembly session in mid-September.

The Quartet summit will convene following heavy pressure on the U.S. government by the EU, in particular by Germany, France, and Britain, to present an international peace plan.
Due to European pressure, the U.S. agreed to host the summit, but the Obama administration is still trying to stop the Palestinian move by other means.

U.S. envoys Dennis Ross and David Hale conducted two rounds of talks in recent weeks with Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas in an effort to draw up a formula for a compromise which will be used to invite both sides to engage in direct negotiations in the United States.

Arabs to seek full Palestinian upgrade at U.N.: draft

The Arab League will ask the United Nations to upgrade the Palestinians to full member status, a draft statement from a league meeting in Qatar.
It was decided to go to the United Nations to request the recognition of the state of Palestine with East Jerusalem as its capital and to move ahead and request a full membership.

The statement did not provide a timeline, indicating the application would be made in time for the U.N. assembly in September. A Palestinian delegate said the Arab League had appointed a committee to determine dates.
Full member status would require approval in the Security Council, where Israel's ally the United States had said it would veto any such resolution.

The Palestinians, who currently hold U.N. "observer" status, had previously pledged to seek U.N. endorsement in September for their claim of sovereignty in the Gaza Strip, and the Israeli-occupied West Bank and East Jerusalem.

Palestinians get Arab League boost for UN drive
The Arab League on Thursday endorsed a Palestinian plan to seek full membership at the United Nations this fall, setting up a likely confrontation with the United States in the powerful U.N. Security Council.

Negotiations with Israel on the terms of Palestinian statehood have been frozen since 2008. As an alternative, the Palestinians have decided to seek U.N. recognition of an independent "Palestine" in the West Bank, Gaza and east Jerusalem, the areas Israel captured in the 1967 Mideast war.
Arab League foreign ministers, meeting Thursday in Doha, Qatar, said they would support the Palestinian bid.

The ministers pledged in a statement to "take all necessary measures and to rally needed support of all world countries, starting with members of the Security Council, to recognize the state of Palestine ... and to win full membership of the United Nations."
"Comprehensive and just peace with Israel will not be accomplished unless Israel withdraws from all occupied Arab territories," it said.

There was no immediate official reaction from Israel or the United States to the decision. However, the United States, one of the five permanent members of the Security Council, has strongly hinted it would veto a Palestinian membership request. A U.S. veto would derail a quest for full U.N. recognition.

81% of Israelis support EU membership, BGU poll finds

64% of Israelis would support a NATO deployment of peacekeeping troops to the West Bank and Gaza, according to a survey published by the Ben-Gurion University of the Negev on Monday.

The survey, compiled by Sharon Pardo, Jean Monnet Chair in European Studies in the Department of Politics and Government at BGU, found that the level of support for such a move was the same for both Arab and Jewish citizens of Israel.

Pardo’s survey also found 81% of Israelis would support European Union membership for Israel, and that in general, 43% of Israelis want stronger relations with the EU.
It also found that German Chancellor Angela Merkel is the most popular European leader, with a favorable rating of 55%. In addition, 8.5% of Israelis are already citizens of one of the 27 member states of the EU.
The survey, entitled “Israeli Positions on the EU,” questioned 1,000 people from a representative sample of the Israeli public, and has a 3.3% margin of error.

Pardo said the survey shows “Israelis are really into strengthening and deepening the cooperation between Israel and the EU.
Israelis understand the importance of the EU for the future of Israel and they want to strengthen the relations.”
He added that “message is quite clear, Israelis are not for isolationism; they want cooperation.”

When asked why Israelis are often seen as being at times anti-European, he said “we know that there is this misperception that Israelis are anti- European, and the survey shows that this is actually not the truth and that Israelis are de facto pro-European. They might not like policies of the EU and they may be critical of them, but they want to be as close as possible to the EU for a non-EU country.”

The quartet looking for a final solution reminds me of Hitler, who believed it was killing off all Jews.
This is what the quartet, Palestinians, the Arab states - and the world wants - to get rid of Israel totally.
