US Consulate car nearly runs over Israeli guard
26 Dec 2009 A dispute is rumbling between Israel and the US Consulate in Jerusalem after a US diplomatic car allegedly tried running over a Defense Ministry security guard recently at an IDF checkpoint in the West Bank. The car had been stopped after the occupants refused to present identification papers.
Israel is also furious that one of the consulate cars was found to have transported a Palestinian without permits between Jerusalem and the West Bank.
The identification of American diplomats from the consulate at IDF checkpoints has been a major sticking point for several years.
In January 2008, the Civil Administration of Judea and Samaria filed complaints with the Foreign Ministry after both US Security Coordinator Lt.-Gen. Keith Dayton and then-consul-general Jacob Walles refused to roll down their windows or open their car doors and show identification papers at a checkpoint.
However, Israel's ire reached a new level after an incident on November 13 in which a five-car convoy of consulate vehicles with diplomatic plates arrived at the Gilboa crossing.
According to a detailed official Israel Police description of the incident obtained exclusively by The Jerusalem Post, the drivers refused to identify themselves or open a window or door. The drivers, according to the report, purposely blocked the crossing, triedrunning over one of the Israeli security guards stationed there and made indecent gestures at female guards.
The entire incident was documented by cameras at the crossing.

Ben-Yishai described additional violations by consulate workers, and referred to at least one case in which a female Palestinian without appropriate documentation was found in a diplomatic car. Defense officials told the Post that there had been other similar cases in the past.
"We view this as an attempt to illegally transfer someone," Ben-Yishai said, according to the official police protocol.
Ben-Yishai also said the drivers of the cars, from east Jerusalem, hid their Israeli identity cards and put stickers over their names on their consulate-issued identity cards, since, as they claimed, "they are in a diplomatic vehicle and cannot be touched."
He added that police had filed a complaint with the Foreign Ministry and were conducting their own investigation to identify the driver who had triedrunning over the Israeli security guard.
While Power apologized for the incident and tried
smoothing things over, Laas angered Ben-Yishai, according to the protocol, when he said it was unacceptable for "simple guards" to inspect senior diplomats.
Laas said the communication needed to be between the guard and the driver, since "we can't know who the guard is."
"This situation is being misused, and as proof in the latest incident, they refused to identify themselves and even tried smuggling a Palestinian without permission," Ben-Yishai said, according to theprotocol . "The security guards at the crossings are licensed and are authorized by me, and that is how they should be treated. They are not 'simple guards‚' as Tim Laas called them."
Laas claimed that the Palestinian woman who had been in the car served as a translator for Dayton and the consul and that she had been returning with the team to Israel. He said it was possible that there had been a mishap with her papers.
Concluding the meeting, Ben-Yishai set new procedures under which consulate cars would need to undergo complete inspections if only a driver were present. If diplomats are inside the vehicle, they must open the door and present their identification papers.
A spokesperson from the consulate said that consulate policy was not to comment on internal meetings with Israeli officials.
"In regards to the checkpoints, we enter and exit from the West Bank many times a day through checkpoints controlled by the government of Israel without incident, and consulate officials and drivers always carefully follow the procedures that have been established and agreed to by US and Israeli governments for entering and exiting the West Bank," the spokesperson said. "Any problems that have occurred with checkpoints have been a result of misunderstanding and miscommunication, and we are in regular contact withthe government of Israel regarding those procedures to avoid miscommunications in the future."
In response to the claim that the consulate cars had illegally transported Palestinians, the spokesperson said, "Any allegations that we are illegally transferring people are completely untrue, and as stated earlier, it is in our best interest that we follow the rules so that people who participate in US-funded programs can participate, and it would not be in our best interest to illegally transfer people."
Israelis are willing to divide Jerusalem
Israel is willing to make a sweeping concession -- dividing control of Jerusalem -- as part of a historic final peace pact with Palestinians, a key Cabinet member revealed yesterday.
Defense Minister Ehud Barak signaled that his government is ready to drop its demand that even after the creation of a Palestinian state, Jerusalem would "remain the undivided capital of Israel."
"West Jerusalem and 12 Jewish neighborhoods that are home to 200,000 [Israeli] residents will be ours," Barak told the newspaper Haaretz.
"The Arab neighborhoods in which close to a quarter million Palestinians live will be theirs," he added, referring to the eastern part of the city that was captured from Jordan in the 1967 Mideast war.

Rachel Corrie: A tragedy of the radical left
Rachel Corrie, the Olympia, Wash., college student killed trying to protect a Palestinian house against an Israeli bulldozer, will probably not merit a footnote in history books. That's too bad, because her life and death, the way she has been portrayed in some media, and the reactions of her college are powerful examples of an America with many morally confused individuals.
A Seattle Times columnist described her as a martyr. Her hometown paper, the Olympian, published numerous pictures of a sweet-looking woman from childhood on. It omitted the one photo of Rachel Corrie that USA Today, to its credit, published – Corrie screaming anti-American invective while burning an American flag in Gaza.
Anyone with a heart must extend the deepest condolences to Rachel Corrie's parents. But anyone with a conscience must regard Rachel Corrie's activities with contempt. One hopes that it is not asking too much of people to entertain simultaneously two conflicting emotions – grief for the parents and contempt for the daughter.
Rachel Corrie chose to side with a society that breeds some of the cruelest murderers of innocent people in the world. Rachel Corrie gave her life trying to protect people whose declared aim is to annihilate another country. In the name of saving children's lives, Rachel Corrie chose to defend a society that teaches its young children to blow themselves up and which deliberately targets children for death. And Rachel Corrie went to America's enemies to burn her country's flag.
She was one of the many fools our colleges annually produce. Evergreen State College is reputed to excel in such production. Is anyone aware of a single student or faculty member who repudiated her activities?
Rachel Corrie burned a flag in the streets of Israel, stood guard outside of Yasser Arafat's compound lest terrorism be undermined, and met her fate in the wrong place at the wrong time. But she did have every intention of standing where she was at the moment an Israeli military bulldozer ran her over.
Many Americans have reserved very little sympathy for her situation. It is true that her death would merit a Darwin Award.
I did feel sorry for Rachel Corrie when I dropped in to her memorial service. She was young and fragile, but her mind had been vulnerable to destructive ideas. As I looked around the room, I realized that Evergreen State College had a few things to do with Rachel Corrie's death. A feeling of rage welled up within me. Destructive ideas have destructive consequences.

In the wake of the recent terror attacks in the West Bank, Police Commissioner Dudi Cohen said while touring the Hebron area Friday morning, "September is a particularly complex and sensitive month, with diplomatic events affecting the goings on in Israel, Ramadan, the Jewish High Holidays and more.
"Therefore, we have increased our deployment in the face of the threats," he said.
Following the tour, Cohen made his way to east Jerusalem's Temple Mount complex to supervise over the preparations for Ramadan prayers at the Al-Aqsa Mosque.

While I was on yahoo, I saw something about her, and just remembered her. I forgot what happened to her, so I searched it up and to recall it.
I will say this - why do people have this mentality that THEY THEMSELVES can save humanity? At the very least, this woman should have WITNESSED THE GOSPEL to the Palestineans. I mean we all will eventually die, and judgement happens. Either we're saved and have eternal life, or we're not saved and are damned for eternity. These Palestineans are in a religion(Islam) which is very violent and destructive - they are hardly "nice" people, to say the least.
I mean I for one do not think Israel is "perfect" - there are things that I have criticized about the in the past(I won't go into detail here). But ultimately, what this woman did and tried to play the role of God to save humanity is just plain wrong.

Prime Minister Benjamin Netanyahu secretly has proposed a new plan whereby Jews living in the West Bank will remain in their communities after the territory becomes part of a Palestinian state.
Officials in both Israel and the Palestinian Authority have confirmed the plan to this reporter, marking the first time an Israeli leader has ever put on the table in a serious way a proposal involving Jewish West Bank residents remaining in a Palestinian state.
Conventional negotiations always has assumed an Israeli evacuation of its communities inside any territory taken over by the PA.
The full details of the plan, such as specific security guarantees for the remaining Jews, were not disclosed.
It was unclear how the Jewish residents of the West Bank will react to a plan that would seemingly place their security in the hands of the PA, whose militia members have carried out scores of attacks targeting those very Jewish communities.
IDF to close off West Bank for holiday
September 07, 2010 Wary of additional terror attacks in wake of peace talks, army deploys troops, sets up roadblocks.
Beginning midnight Wednesday, Rosh Hashana Eve, the West Bank will be under closure until Saturday night.
The move is routine for holidays.
The army, wary of more attacks, has deployed additional troops in the area, who will set up random roadblocks as preventative measures.
This prevents Palestinians from entering Israel in order to work, but that they can travel freely throughout the West Bank.
Defense Minister Ehud Barak has issued orders allowing Palestinians to enter Israel only in cases of emergency, with special permission from the Civil Authority.
Those who have obtained passes to visit their families in Israel will also be allowed through.

The new Netanyahu?

The most distressing aspect of Netanyahu’s enthusiastic participation in a peace process the Israeli public rationally opposes is that it is him doing it.
Despite a multi-million dollar media blitz, Israelis are not buying the US-financed Geneva Initiative’s attempt to convince us that we have a Palestinian partner.
A week after the pro-Palestinian group launched its massive online promotion urging people to join its Facebook page, a mere 634 people had answered the call.
The US-funded agitprop involved ads in which senior Fatah propagandists were featured telling Israelis we can trust them this time around. The reason for its failure was made clear by a public opinion poll taken on Tuesday night for Channel 10. When asked if they believed that Fatah leader Mahmoud Abbas is serious about making peace with Israel, two-thirds of Israelis said no. Only 23 percent said he was serious and 17% said they didn’t know.
Moreover, most Israelis have had it with the peace paradigm based on Israeli concessions of land and national rights in exchange for Palestinian terror and political warfare. When asked whether the government should extend the prohibition on Jewish construction in Judea and Samaria beyond its September 26 terminus, 63% said no, it should not. A mere 21% of the public believes the government should respond positively to the US demand that Jews continue to be denied our property right in Judea and Samaria.
In his analysis of the results, Channel 10’s senior political commentator Raviv Drucker said that if Prime Minister Binyamin Netanyahu decides to make a deal with the Palestinians, he will have a hard time convincing the public to support him.
Drucker argued that the results may have been influenced by the Palestinian terror attack on Tuesday night, in which four civilians were brutally murdered on their way home from Jerusalem. That is, Drucker implied that the public is driven by its emotions. But what the results actually show is that the public is driven by reason.
When Palestinian terrorists gun down innocent people on the highway simply because they are Jews, the public’s reasoned response is to say that the Palestinians do not want peace. The public’s wholly rational reaction to this act of anti-Jewish butchery is to insist that Jews should not be denied our basic civil and human rights in a dangerous bid to appease murderers.
The poll’s final question had to do with Netanyahu and his intentions at the new round of land-for-peace negotiations in Washington. Slightly more than half of the public believes that Netanyahu is serious in his pursuit of a deal with the Palestinians and a mere 34% believe that he is not serious.
This last response is interesting for two reasons. First it is a strong indication that the public trusts Netanyahu’s word. Since taking office a year and a half ago, Netanyahu has said repeatedly that he supports making a deal with Fatah. And a majority of the public believes him.
The second conclusion suggested by the result is more discouraging. With the public convinced that the Palestinians are not to be trusted and that Israel should stop making concessions, the majority of the public believes that Netanyahu is moving in the opposite direction. Netanyahu’s statements in Washington give us ample reason for concern.
ON WEDNESDAY evening, ahead of a dinner at the White House with US President Barack Obama, Abbas, Egyptian President Hosni Mubarak and Jordan’s King Abdullah, Netanyahu made a startling statement.
He said, “I have been making the case for Israel all my life. But I did not come here to win an argument. I came here to forge a peace. I did not come here to play a blame game where even the winners lose. I came here to achieve a peace that will bring benefits to all.”
This statement is worth considering carefully.
Does Netanyahu truly believe that by “making the case for Israel” he and others who speak out in defense of Israel have merely been argumentative?
Does he think that defending Israel’s rights diminishes the prospects for peace and so those who defend Israel are actually harming it?
Does he believe that in calling the Palestinians out for their brutality, barbarism and hatred of Jews and Israel, he and his fellow advocates for Israel have merely been playing a blame game?
Does he think that a peace forged on the basis of ignoring Israel’s case will be a viable peace?
If Netanyahu does believe all of these things – and his statement on Wednesday evening indicates he does – then the public should be very worried. Indeed, if this is what the premier believes, then it is just a matter of time before he begins echoing his predecessor Ariel Sharon and tells us that we are too dim witted to understand him because the world looks different from where he is sitting than from our lowly perches on the ground, in Israel.
AND THIS brings us back to Tuesday evening’s highway massacre. Predictably, the Obama administration led the way in framing the terrorist violence as a bid by Hamas to derail the newest round of negotiations.
For example, after meeting with Netanyahu on Wednesday Obama said, “The tragedy that we saw yesterday where people were gunned down on the street by terrorists who are purposely trying to undermine these talks is an example of what we’re up against.”
The only party that rejected the administration’s rationalization of the attack was Hamas, whose operatives reportedly carried it out. In an interview on Thursday with the London-based Asharq al-Awsat, Hamas leader Mahmoud Zahar said that the talks have nothing to do with the attack. As he put it, “The bid to link this operation to the negotiations is completely wrong. When people have the opportunity, the capability and the targets, they act.”
The truth is probably found neither in Zahar’s claim nor in Obama’s assertion. In all likelihood, Hamas was testing the waters. Iran’s Palestinian proxy wanted to know whether the regular rules for peace processes have kicked into gear yet. Those rules – as the families of the hundreds of Israelis murdered by Palestinian terrorists during the peak years of peace processes will attest – involve Israel giving free rein to terrorists to murder Jews during “peace talks.”

Netanyahu told a delegation of visiting U.S. congressmen that he "believes it possible, through such direct and contiguous negotiations, held without breaks or delays, to achieve a peace agreement within a year."

Netanyahu's Remarks at the Start of the Weekly Cabinet Meeting
September 5, 2010 Prime Minister Benjamin Netanyahu returned from Washington from the first round of peace talks with Palestinian Authority Chairman Abu Mazen.
Even if there are important countries in the Arab world that have yet to line up behind the peace process, my impression is the willingness of President Mubarak and King Abdallah to attend, despite the attacks, reflects a sense of readiness that exists in the Arab world, that this is the time to try and complete a peace settlement between us and the Palestinians and to expand it into a broader cycle of peace. In my estimation, this sense stems both from an understanding of the significance of the alternatives and from the recognition that they simply must make peace with Israel.
After one and a half years, in which I called for direct talks without pre-conditions, I had, in Washington, the chance to hold a long, private talk with Abu Mazen. I very much hope that this conversation and the others that will come will allow us to open a direct, continuous and reliable link, which is essential to our ability to formulate a peace settlement between our two peoples. I proposed that we meet for such a private talk every two weeks, in which we would discuss the main issues on the agenda vis-à-vis a peace settlement, because I believe that what is currently necessary to move the process forward is not a plethora of teams, but decisions by leaders. I believe that the start of the Washington talks was an important step en route to a framework agreement between us and the Palestinians. We are aware of the difficulties. They are still before us, both in the short- and medium-term, but we will continue with our efforts to reach an agreement.
I made it clear in Washington, that Israel is completely committed to peace. I think that we have already proven that we are ready to go a long way in order to reach peace. But this time, in order to succeed, we will need to study the lessons of the seventeen-year effort at negotiations and to embrace original thinking, to think outside the box as it were. We will need to think creatively, and in new ways, about how to resolve complex problems. In order to reach practical solutions, we will need to think about new solutions to old problems. I believe that this is possible. I am willing to achieve an historic compromise with our Palestinian neighbors so long as it maintains the national interests of the State of Israel with security first and foremost. I also express my hope that Palestinian [Authority] President Abu Mazen will continue on this path with me in the face of the tests and challenges that await us even now. We will continue to work so that together we may reach the common goal of peace, security and prosperity for Israelis and Palestinians."
Prime Minister Netanyahu noted that the Cabinet would vote today on the appointment of GOC Southern Command Maj.-Gen. Yoav Galant as the next IDF Chief-of-Staff. The Prime Minister praised Maj-Gen. Galant's experience and added that he would, "continue the tradition of excellence that current IDF Chief-of-Staff Lt.-Gen. Gaby Ashkenazi has fostered in the IDF. I would like to thank both of them."

As Israeli-Palestinian talks resumed in Jerusalem, Hamas cranked up its attacks from Gaza Tuesday and Wednesday,
shooting 3 Iranian-made Grades missiles at the two Israeli port cities of Ashkelon and Ashdod,
and another missile and 9 mortar rounds against Eshkol region farms and two at Kibbutz Nirim.
Explosions were heard across the port-towns of Ashkelon and Ashdod, sending people scurrying to the nearest bomb shelters,
although the "Red Color" alert was not switched on - apparently to fit the official government line, which is not to rock the diplomatic boat.
In fact, the army spokesman tried to insist that only one rocket had been fired and only hours later did teams arrive to investigate the blasts.
As the projectiles caused havoc, the IDF was held back from on Gaza.
Israel responded tardily with an air force bombardment of Rafah tunnels in southern Gaza.
Tuesday morning as Israeli, Palestinian and US leaders sat down to talk at Sharm el-Sheikh, anti-tank rocket-propelled grenades were fired from Gaza at an Israeli unit patrolling the border fence running past Kibbutz Alumim's farmlands. They missed. Israeli tank guns returned the fire, hitting the assailants, one of whom was killed and four wounded.
According to Egyptian sources, Israeli Prime Minister Binyamin Netanyahu agreed to continue talking to Palestinian leader Mahmoud Abbas without pause even amid Palestinian terrorist attacks. He reportedly made this pledge when he met Egyptian President Hosni Mubarak at Sharm el-Sheikh during the opening round of talks.
Hamas seems to have taken this as the go-ahead for more attacks without fear of Israeli retaliation. However, a fresh menace - and a challenge to Netanyahu's pledge - has raised its head. The same Tuesday, IDF Col. Nitzan Nuriel, head of the counter-terror center, revealed that both Hizballah and Hamas have recently acquired from Iran unmanned aerial vehicles, missiles with a range of 300 kilometers and an array of weapons more advanced than those found in most European arsenals.
The Israeli officer warned that international terrorist organizations worldwide had established strong ties with Palestinian terrorists based on the West Bank and inside pre-1967 Israel. The military and intelligence assistance rendered Hizballah and Hamas by Iran and Syria, he said, had raised their operational capabilities to a level on a par with regular armies.

They are ganging up on Israel, and are going to paint Prime Minister Netanyahu the lone culprit when the peace process falls.
To withstand the American-European-Arab alliance, the Israeli will need all the strengthening he can get in the week ahead.
That means Christian support and prayer. Apart from among Israel’s Jews, he’s not going to find help anywhere else.
We cannot imagine the pressure he is under at this moment to not resume building in Samaria and Judea when the settlement freeze expires September 26.
The unrelenting demand on him has intensified in the hours leading up to Yom Kippur (which begins Friday afternoon Israel time).
He will gain a little respite during this Day of Atonement, but the pressure will be back in full force the moment the fast is past.
On Thursday, they addressed Netanyahu with one voice:
Visiting US Secretary of State Hillary Clinton appealed to the Israeli leader to continue the freeze, even just for a limited time,
saying it would be “extremely useful” if he would agree.
She stressed Barack Hussein Obama believed doing something about the moratorium would be an important decision by Israel and in the interest of the negotiations.
The European Union issued a declaration adopted by foreign ministers who demanded the freeze continue and recalled that settlements are illegal under international law.
In excerpts published Thursday evening from an interview with Egyptian President Hosni Mubarak scheduled to be broadcast Saturday evening after Yom Kipper, Mubarak said he had told Netanyahu to extend the freeze for at least 3 or 4 months to help achieve satisfactory results.
According to Mubarak, when Netanyahu said he could not do so due to resistance within his government,
the Egyptian said he told Netanyahu to forget about all those who are hesitant and skeptical and to continue with the settlement freeze for a few more months at least.
Mubarak said he had warned Netanyahu that extending the freeze was a small price to pay compared with the repercussions of failing to do so.
All this the Israeli public will hear Saturday night.
Taking full advantage of this unified front against his enemy, PLO chief Mahmoud Abbas told reporters Thursday that failing to extend the moratorium jeopardized the peace process.
And Arab League president Amr Moussa darkly told Reuters there was “no use continuing negotiations if settlement construction does not stop.”
It is easy to criticize Netanyahu’s perceived weaknesses, to pontificate, that if he can’t stand the heat he should never have entered the kitchen.
While there are times when such criticism may be helpful, I don’t believe this is one of them. It will only add to the already wall-to-wall weight under which no secular leader of a tiny little country like Israel can stand.
As Christians who believe that the territory in question – which the international community is trying everything in its power to wrest from Israel’s control – is the Jewish people’s God-given land;
As Christians who recognize that the establishment of a Palestinian state on that land will immeasurably heighten the existential threat to Israel;
As Christians who see vividly that the only “solution” contained in this land-for-peace process is the solution to the Muslim world’s problem with the Jews;
As Christians who understand that Israel’s government and prime minister are looking for human answers to what is, in reality, a spiritual question;
And as Christians who believe that Israel’s Commander in Chief outranks America’s commander in chief and has already determined to thwart Obama’s plan and the plan of the nations:
Today, as the Jews go into their synagogues and houses and chambers and come to the end of their Days of Awe, of soul searching and repentance; and as Prime Minister Netanyahu himself looks perhaps inwards or upwards for the wherewithal to withstand the assault that will resume tomorrow night – let us gather around Israel and around Bibi in prayer, and also in fasting.
Let us enter the Throne Room, and as the scepter is extended, let us petition Almighty God – the God of Israel – to confound the plans of the Obama administration, of the European Union, of the United Nations, of the Arab League, and of every member of the anti-Israel coalition.
Let us ask Him to brace up Israel’s leadership – those in the Knesset who want to end the “freeze” – and to give, especially the prime minister, heavenly assistance; supernatural inspiration and strategy, and a strength above and beyond his natural ability to withstand all that is brought to bear against him.
Then let us act.
Let us get onto our representatives TODAY and demand that they call for an end to the shameful and unjust coercion of the Israeli government; let them know that we deplore this anti-Israel and pro-Palestinian position that has now been adopted so openly by the political leadership in our countries – especially if we are American or European. Write to the editors of your local media, decrying the bullying tactics that are being used against Israel. And when they “report” in the usual biased way – joining in the finger pointing at Netanyahu – condemn the press prejudice and insist that they stick to the facts and at least give BOTH sides a fair hearing.
Here in Israel we are gearing up for action too. On September 26 – D-Day for ending the freeze – hundreds of visiting Christians from all over the world will be gathering in the “settlement” of Ariel, capital of Samaria, to affirm the right of the Jewish people – formed into a nation in the very place which the world wants them to surrender – to build and to grow and to give birth and to live and to continue to thrive in the land given exclusively by God to the descendants of Jacob forever.
Meanwhile – let us not be idle. We have a great deal to do.
And may the Lord hear the prayers of His people.

Israel came to a virtual standstill at sundown Friday as Jews began observing the start of the holiest day of the Jewish calendar, the 25 hours of fasting and contemplation known as Yom Kippur.
Though most Israelis are not religious, Israel all but shuts down for the duration of the fast day.
There are no TV or radio broadcasts, businesses are shuttered and the streets are so devoid of cars that thousands of children take advantage of the day to ride their bicycles down highways.

The high alert level will be maintained across Israel until Sukkot next week.

Little mention is made of the radicalization of Israel’s Arabs.
As the local and international press corps converged on Jerusalem’s Old City to cover the Arab riots at the Temple Mount two weeks ago, little mention was made of the fact that Jerusalem was not the only flashpoint. In Tel Aviv-Jaffa, Israeli Arab rioters supported by far-left protesters stoned buses. Israeli Arabs firebombed motorists on Highway 443 and on the roads to Beersheba. In the North, cars were stoned.
These little-reported attacks are the consequence of one of the most dangerous emerging threats to Israel’s national survival: the rapidly escalating radicalization of Israel’s Arab citizens.
Over the past decade and at a frenzied pace since the 2005 withdrawal from Gaza, acting at least partially at the direction of the Israeli Islamic Movement and with the active support of the far left, Israeli Arabs and Beduin have launched a massive assault on the state. The relevant national authorities including the courts, the state prosecution, the police, the IDF, the Jewish National Fund, the Israel Lands Authority and the Ministry of Interior have failed to defend against it.
Firebombing Jewish-owned vehicles is small potatoes in comparison to developments at the center of mass of the Israeli Arab onslaught: state land. Over the past decade, Israeli Arabs have seized millions of dunams of state land.
The dimensions of this phenomenon were spelled out in last year’s State Comptroller’s Report. While the local and international Left pillories Israel when the state tries to demolish a handful of the thousands of illegal Arab buildings in Jerusalem, what goes unmentioned is that by the end of 2007 there were more than 100,000 illegally built structures in Israel. The overwhelming majority were constructed on state land seized by Arab land thieves in the Negev and the Galilee. By the end of 2009, the number of illegal buildings grew to an estimated 150,000. The scope of the theft is so vast that the Comptroller’s Report referred to it as a “national scourge.”
Most of the open land in Israel is owned by the state and administered by farmers, ranchers and the IDF. Farmers and ranchers – particularly in the North and the South, but in areas around Jerusalem as well – are daily terrorized by neighboring Arab thieves. The thieves destroy their fences, steal and slaughter their livestock and threaten to murder them if they raise any objections, mend their fences or install surveillance cameras. Many farmers and ranchers – like most business owners around Beersheba and Upper Nazareth – are coerced into paying protection money to the same Arab gangs who target their fields.
As the Comptroller’s Report makes clear, the threatened and abused farmers have no official body to turn to for help. While incidence of land theft has increased more than 50 percent in recent years, enforcement measures at all levels have decreased by 81%. In 2007, courts issued just 5,400 judgments on illegal construction. Of these, only 193 led to demolition orders. And just a handful of those orders were carried out.
Israel has no official policy for contending with the problem. A police unit formed specifically to enforce land laws has only recruited 55% of its allotted personnel and most of those 64 policemen devote their energies to routine policing duties.
The absence of state protection has led farmers and ranchers to abandon their lands. For instance, continuous harassment by Arabs from the village of Tuba Zangaria forced Kibbutz Kfar Hanassi just east of Rosh Pinna to abandon 4,000 dunams (400 hectares) of land. Neighboring Kibbutz Amiad abandoned 13,000 dunams. Upper Nazareth is poised to abandon 20,000 dunams. The police refuse to even escort Upper Nazareth’s Mayor Shimon Gafsou to threatened areas.
In the South, the situation is no different. Illegal Beduin squatters from the Taarbiya tribe that migrated to Israel from Sinai have gone to war against the Omer Local Council for trying to build a new neighborhood on land they illegally seized. They have shot at contractors, attacked police escorts. They burned down an electrical transformer station, leaving the area with no electricity for over a week, and then burned down a replacement station.
Omer Council Chairman Pini Badash has been the target of repeated attacks. Badash bought an airplane to document the illegal construction as part of his efforts to force the state to act. The Beduin burned his plane. They burned his wife’s car in front of her and have repeatedly threatened to kill him.
LIKE THE farmers and local councils, the army has simply given up. The IDF has abandoned training areas throughout the North and South. For instance, the Nevetim Air Force base has abandoned 17,000 dunams stolen by Beduin. According to the Comptroller’s Report, 220-250 families have squatted on the land and built approximately 800 illegal buildings. Between 2004 and 2008, there was a 53% increase in the number of illegally built structures.
Rather than defend its bases and the surrounding areas, the IDF has limited the movement of its own officers. The IAF has prohibited its fighter pilots (!) from traveling alone on the highway linking Tel Arad with Beersheba via the Shoket junction. Due to repeated shooting attacks on Jewish-owned vehicles, the pilots who protect our skies are required to travel in convoys of no less than four vehicles.
Just as its grantees played a lead role in the formation of the UN’s Goldstone Commission and the drafting of its defamatory accusations against Israel, organizations supported by the New Israel Fund have played a large role in abetting the Israeli Arab theft of state lands. NIF- and EU-supported groups like Adallah, the Regional Council of Unrecognized Arab Villages, Um Batin and The Steering Committee for Planning and Protection of Arab Rights in the Negev have waged a political and legal assault on Israel to prevent the state from protecting itself and its citizens from Beduin and Arab land crimes.
Cowed by the twin forces of the Red-Green alliance, successive governments have tried to solve the problem by buying off the Arabs. The Olmert government built a village for the Taarbiya Beduin outside of Omer and gave each family NIS 180,000 to leave the illegal structures they had built on state land and accept free houses. Most agreed to relocate, but the 50 families who remained in place stepped up their assaults on Omer while demanding to receive ownership rights for the land they stole.
Just this past Sunday the cabinet unanimously approved a multi-year program to transfer NIS 800 million to 12 Beduin and Arab communities. The government touted the move as a “stimulus plan.”
LUCKILY FOR Israel, the leadership vacuum created by successive governments is beginning to be filled today by a group of law abiding, idealistic young Israelis. The New Israeli Guardsman is a voluntary organization formed two years ago by the sons and daughters of distressed farmers and ranchers.
Yoel Zilberman was an officer in one of the IDF’s elite commando units who got tired of watching his father – a farmer at Moshav Tzipori in the Western Galilee – despair as Arab gangs from surrounding villages cut his fences, stole his livestock and wrecked his crops. During his furloughs, Zilberman began carrying out night time patrols of his father’s fields and repeatedly intercepted thieves as they infiltrated his land.
Over time, Zilberman realized that it wasn’t enough for him to guard his father’s land. His efforts just deflected the problem onto his neighbors. So he organized his friends, the sons and daughters of other farmers in the area, and formed the New Israeli Guardsmen, named after the original Guardsmen – the first Jewish self-defense organization in the Land of Israel in the modern era, which was formed a hundred years ago.
The New Israeli Guardsmen – which today operates throughout the Galilee and the Negev – fields more than 650 volunteers who devote up to 20 days a year to guarding land or mending vandalized farm equipment and fences.
Recognizing that the long-term solution to the problem is to increase the public’s dedication to classic Zionist ideals of Jewish control over the Land of Israel, in addition to building and manning guard posts, the Guardsmen organize courses and lectures on Jewish history, Zionism, Jewish philosophy and other relevant topics at their guard posts for the general public.
Next year, 30 young men carefully vetted from a pool of 300 volunteers will receive a yearlong deferral of their military service to serve with the Guardsmen. They will be split into three groups of 10 and man three guard posts in the Galilee and the Negev. Each guard station controls between 5,000 and 20,000 dunams. In addition to their guard duties, the young men will receive agricultural training and study Jewish history, Talmud, philosophy and Arab history. Zilberman hopes that the program will inspire its participants to choose farming as their vocation after they finish their army service.
The Guardsmen operate on a shoestring budget scraped together from private donors. Contingent on raising the necessary funds, the group intends to increase its corps of volunteers tenfold by 2013. If it meet its goals, 6,000 volunteers and 300 national service program members will operate from 30 guard stations in the Galilee and the Negev and protect between 400,000 and 600,000 dunams of state land. They also hope to reach out to Jews in the Diaspora and encourage them to come to Israel and volunteer for the Guardsmen, to bring them closer to the story and fate of the State of Israel.
Zilberman believes that the success of the Guardsmen will empower the state to take the necessary action to enforce Israel’s laws and so defeat the strategic threat posed by the radicalization of the Israeli Arab sector. And he is probably right. At any rate, it is all but certain that the government could take no action without the Guardsmen.
In light of the growing force of the international campaign to delegitimize Israel’s right to exist, no government in Jerusalem will act unless it feels it has strong and stable backing from a mobilized citizenry. For instance, it is hard to imagine how Prime Minister Binyamin Netanyahu could have defended Jerusalem as stalwartly as he did during his trip to Washington this week if he hadn’t known that the public is with him.
By the same token, the state will only enforce its laws without prejudice when it is certain that the public will rally behind it. Our leaders need to know that the public will stand behind them when the New Israel Fund grantees collaborate with the international Left and the Islamic Movement to demonize Israel as racist for protecting the property rights of the state and its citizens.
Israel, like all democracies, is only as strong as its citizens. What organizations like the New Israeli Guardsmen show is that Israel’s citizens are strong. We are willing to bear the burdens of a free people. As Pessah, the Jewish festival of freedom, approaches, we must support their endeavors and demand that our leaders follow their example.

JERUSALEM – In the clearest sign that a deal may be emerging to keep the troubled U.S. Mideast peace push alive, a top Palestinian official said Thursday that his side would accept an American proposal for Israel to curtail settlement construction for two months.
Israel indicated it, too, was edging toward a compromise. The country's ambassador to Washington confirmed for the first time that the U.S. is offering "incentives" for Israel to extend a just-expired settlement slowdown. Prime Minister Benjamin Netanyahu also came out in favor of a contentious new loyalty oath in what appeared to be an attempt to placate hard-liners opposed to further concessions on the settlements.
The settlement issue has threatened to derail peace talks just a month after they were launched at the White House.
The Palestinians have threatened to walk away from the talks if Israel resumes settlement construction on lands claimed by the Palestinians for a future state.
An Arab League gathering this weekend is expected to recommend support Friday for whatever the Palestinians decide. A resolution to call off the talks would be a critical setback, but diplomats are hoping for a more ambiguous statement that would leave room for compromise.
With the clock ticking, U.S. mediators have been frantically trying to broker a compromise that would salvage the negotiations.
Palestinian negotiator Nabil Shaath told The Associated Press Thursday that the Palestinians accepted a U.S. proposal for a 60-day extension to the Israel settlement slowdown, with the idea that final borders between Israel and a Palestinian state be negotiated during that time. If borders are set, Israel could then resume construction on all territories it expects to keep, while halting construction on Palestinian lands.
"We accepted a moratorium for two months on condition that by the end of this period we will reach an agreement on the issue of the borders," Shaath told The Associated Press, adding that if no agreement is reached, "then this moratorium should be extended."
In principle, the Palestinians demand a full halt to all settlement activity, saying that continued construction on lands they claim sends a message that Israel isn't serious about negotiating peace, but Shaath signaled they are prepared to accept the partial freeze Israel maintained for 10 months before its expiration.
Some 300,000 settlers already live in the West Bank, in addition to 180,000 Israelis living in Jewish neighborhoods in east Jerusalem. The Palestinians claim both areas, with east Jerusalem as their capital.
Netanyahu has said the settlement slowdown, which expired on Sept. 26, will not be extended. With his government dominated by pro-settler hard-liners, further moves against the settlers could result in a political crisis and possibly even fracture the coalition and bring down his government.
At the same time, he faces heavy pressure from the Americans to keep the negotiations afloat. In a videotaped interview posted on the Washington Post's website, Israel's ambassador to the U.S., Michael Oren, confirmed the U.S. has offered "incentives" for Israel to extend the settlement curbs.
He did not elaborate, but Israeli officials have said that a package of "assurances" are being sought, ranging from U.S. diplomatic support at the United Nations to new military aid to backing for key Israeli positions in the peace talks.
Oren said he expected a resolution within 48 hours, a timeline that roughly coincides with the Arab League meeting.
In Washington, State Department spokesman P.J. Crowley said the Americans were counting on the 22-member Arab League to grant "continued support" for the new negotiations. "We think that withdrawing support from the negotiations at this stage would be premature," he said.
After months of U.S. shuttle diplomacy, Obama personally launched peace talks — the first in nearly two years — at the White House on Sept. 2.
He hopes to broker an agreement within a year that will tackle all of the core issues in the Israeli-Palestinian conflict: final borders, the fate of millions of Palestinian refugees whose families were displaced during the creation of Israel in 1948, and resolving the conflicting claims to Jerusalem.
Before addressing those explosive issues, though, the impasse over Jewish settlements will have to resolved.
Netanyahu has been sounding out key Cabinet members in recent days on extending the settlement restrictions, which halted new housing starts while allowing pre-existing construction to continue. But he has run into stiff opposition from pro-settlement ministers.
In a move that appeared to be aimed at placating the hard-liners, Netanyahu said Thursday he would hold a Cabinet vote next week on a contentious citizenship bill.
The bill would amend a loyalty oath for non-Jewish immigrants applying for citizenship to describe Israel as "Jewish and democratic." While largely symbolic, the nationalistic language has angered the Palestinians and Israel's own Arab minority.
Among the main backers of the measure is Foreign Minister Avigdor Lieberman, who opposes extending the settlement slowdown. Cabinet approval of the declaration on Sunday might win a softening in his position on settlements. Allies of Lieberman, himself a West Bank settler, denied a deal was made.
Netanyahu said the measure is meant to underline Israel's insistence that in the negotiations, the Palestinians must recognize Israel as a Jewish state. "There is a very big struggle today to abolish, to blur, the state of Israel as the national homeland of the Jewish people," Netanyahu said Thursday during a visit to the central Israeli city of Lod.
The Palestinians refuse to declare Israel a Jewish state for two reasons: They feel it would undermine the status of Israeli Arabs and would undercut the claims of Palestinian refugees.
Ahmed Tibi, an Arab lawmaker in the Israeli parliament, called the proposal unacceptable.
"The international community should say no to this," he said. "The Arab states should ... demand from Israel that any agreement with Israel should include total equal rights for the Arab citizens of the state of Israel."

The Israeli and Greek Air forces embarked, on a joint 4 day exercise code-named Minoas 2010 over Crete and the western Peloponnese Peninsula.
Both areas are characterized by long coastal strips and high mountain peaks.
Taking part are Apache and Black Hawk assault helicopters.
Israeli choppers flew directly from home base to Greece, refueled in flight as part of the exercise.
Minoas 2010 continues the joint maneuver in May.
This sort of terrain resembles Persian Gulf shores, including the Strait of Hormuz and the area where the Iran Revolutionary Guards are based.

IDF launches massive Ground Forces exercise

The IDF will have to act swiftly and with full force in any future conflict, IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi said.
The live fire exercise was attended by army brass, who saw the Armored Corps, Infantry, Gunners and Engineering Corps coordinate land maneuver and simulate battle techniques at the Shizafon base, north of Eilat in southern Israel.
Making its first military drill appearance was the Siman 4 Merkava tank, which comes equipped with a new anti-missile defense system called “Wind Jacket.”
A missile was fired and intercepted by the tank during the drill.
The military forces drilled urban combat, bursting through complex hurdles, using artillery support and conquering enemy locations, with the assistance of the air force.
The display kicked off the start of a 10-day joint combat course.

Israelis wary ahead of Ahmadinejad border tour
METULLA, Israel (AFP) – Israelis were on Thursday warily watching their northern border for a rare opportunity to see up close the arch-enemy of the Jewish state -- Iran's Mahmoud Ahmadinejad.
The Iranian president, who is on a two-day trip to Lebanon, was expected to make a controversial tour of the southern border region during the afternoon which has been slammed by the United States and Israel as "provocative."
"Right now we can see the stage they prepared for him, the giant portrait, where he's going to make his speech on the mountain," Haim Biton, a resident of the Israeli frontier village of Avivim, told army radio.
The border region, a stronghold of the Shiite militant group Hezbollah, is often seen as the frontline in a proxy war between Israel and Iran.
While Israeli leaders slammed the visit as a provocation, for many ordinary people it presents a chance to glimpse the Iranian leader, a man deeply reviled in Israel for his questioning of the Nazi Holocaust and predictions of the Jewish state's demise.
"It is a provocative and destabilising visit," foreign ministry spokesman Yigal Palmor told AFP. "It appears his intentions are blatantly hostile and he is coming to play with fire."
Ahmadinejad's visit is "like a landlord visiting his domain," Palmor said, while other officials said the move signified the final transformation of Israel's northern neighbour into an "Iranian client state."
Thursday's tour will see the sharp-tongued Iranian leader coming the closest he has ever been to the Jewish state, standing just four kilometres (little more than two miles) from the border as he tours villages destroyed during the 2006 war between Israel and Hezbollah.
He is set to stop in Bint Jbeil, a Hezbollah bastion devastated during the war, and in Qana, targeted in 1996 and again in 2006 by deadly Israeli air strikes.
For many, it was the sheer proximity of the Iranian leader that caught their attention. "Ahmadinejad a kilometre away," said the front page of the top-selling Yediot Aharonot newspaper,
while its rival Maariv ran with: "Ahmadinejad -- closer than ever."
For some the presence so close by of Israel's arch foe was seen as a rare opportunity not to be missed.
"Human history would have been so different if in 1939 a Jewish soldier could have killed Hitler," said Arye Eldad, a parliamentarian from the ultra-nationalist National Union party as the Iranian leader began his tour on Wednesday.
"If Ahmadinejad is in the IDF's (Israeli Defence Forces) crosshairs for even one second...he can't be allowed to return home alive," he told the Ynet news website.
Senior cabinet minister Silvan Shalom dismissed such talk.
"We don't murder heads of states, even if those states are totalitarian states who seek to harm the state of Israel," he told public radio.
Analysts said it was unlikely Israel would be intimidated by the visit.
"It's clearly a provocation and it's not pleasant for Israel," said Eldad Pardo, an Iran analyst at the Hebrew University in Jerusalem. "But there is no panic. They also see the opposition inside Lebanon."
Ahmadinejad's visit is seen as a boost for Iran's Lebanese ally Hezbollah, which fought a devastating 34-day war with Israel in 2006.
During the 2006 war, Hezbollah fired thousands of rockets, many supplied by Iran, into northern Israel in a conflict which killed 1,200 people in Lebanon, most of them civilians, and around 160 Israelis, most of them soldiers.
Iran has been a major donor for the reconstruction of southern Lebanon following the month-long war, and Ahmadinejad is likely to receive a hero's welcome when he visits the area.

Speaking at a Likud meeting, Bibi expresses concern over weapons in Gaza that can take down an aircraft en route to Ben Gurion airport, and calls settlement building an artificial obstacle.
Prime Minister Binyamin Netanyahu expressed concern that aircraft flying near the Gaza Strip may be exposed to anti-aircraft systems.
"Today we are experiencing difficulty flying near the Gaza Strip since they have in their possession anti-aircraft missiles. Imagine that there are no security arrangements, and there will be missiles that can take down an aircraft that is en route to Ben Gurion airport. The discussion on new [settlement] building is only an artificial obstacle. Even the Palestinians say that the building is insignificant and barely has an effect on a final-status map. I say it has no impact at all."
If the Palestinians want to continue the conflict, they can find a way. But if they want to solve it, I have ways of doing it. The security problems are real, so the solutions must be real and not just on paper.
Netanyahu explained that in the framework of negotiations, several subjects must be discussed: Recognition of Israel, rockets being launched from Gaza, the settlements, Jerusalem and the water supply must be addressed in talks with the Palestinians.
"What matters is not the length of the talks, but whether the Palestinians want to solve the conflict," said Netanyahu. "The Palestinians must decide if they want to solve problems. If there is willingness to solve the dispute, it will be solved, but if not, it will not be."
The Palestinians must compromise with the existence of Israel living in peace with it its neighbors. This would be good for us and for them.

A new poll of PA Arab residents has found that the majority support terror attacks against Jews. The poll found that 51% supported the attack near Hebron in which four Israelis were murdered a couple of months ago.
Meanwhile 44.5% opposed the attack. Even concerning terror attacks against Jews within pre-1967 Israel, PA Arabs are evenly split with 49% supporting them and 49% opposing them.
56% also said they oppose attempts by the PA to crack down on the Hamas.
The poll was conducted by the Palestinian Center for Policy and Survey Research (PSR) in Judea, Samaria and Gaza between September 30 and October 2, 2010. The margin of error is 3%.

The IDF plan to collect weapons from members of emergency security teams in several Israeli communities in the Jordan Valley, and place them in central weapons stores instead of the squad members' homes.
The decision, made by Brigade Commander Yohai Ben-Yishai, follows the theft of two weapons from private homes in the town of Shdemot-Mehola on Saturday.
The weapons had been secured with two locks as the law requires.
To take away the ability for residents of the Valley to defend themselves from harm is unreasonable.

The bishops' synod says Biblical concept of 'promised land' cannot be used to justify settlements.
Israel cannot use the Biblical concept of a promised land or a chosen people to justify new "settlements" in Jerusalem or territorial claims, a Vatican synod on the Middle East said on Saturday.
In its concluding message after two weeks of meetings, the synod of bishops from the Middle East also said it
hoped a two-state solution for peace between Israel and the Palestinians could be lifted from dream to reality and called for peaceful conditions that would stop a Christian exodus from the region.
"We have meditated on the situation of the holy city of Jerusalem. We are anxious about the unilateral initiatives that threaten its composition and risk to change its demographic balance," the message said.

Ankara says Washington promised Ankara non-NATO members, including Israel, would be denied access to intelligence gathered via future Eastern Europe missile defense system
Ankara aims to prevent non-NATO members from accessing any information Washington may derive from the use of the missile defense system it intends to deploy in Eastern Europe and Turkey.
Turkey asked the USA to insure nations that are not members of North Atlantic Treaty Organization – including Israel – be barred for accessing such intelligence. The US reportedly agreed.
The United States has been trying to garner support for the new missile defense system, which is to be deployed in Poland and the Czech Republic, since the Bush Administration, encountering fierce opposition in Europe, mainly from Russia.
NATO Secretary General Anders Fogh Rasmussen, however, is in favor of the deployment.

U.S. proposes Israel lease lands from Palestinians under future deal

According to Asharq al-Awsat, U.S. offers in secret negotiations that Israel lease lands in E. Jerusalem from future Palestinian state for 40-99 years.
Israel is conducting secret negotiations with the U.S. on establishing the future borders of a Palestinian state, the London-based Arabic language daily Asharq al-Awsat reported on Friday.
According to the report, Palestinian sources confirmed that the two sides discussed an option wherein Israel may lease lands in East Jerusalem from the Palestinians
in exchange for the establishment of an independent Palestinian state.
Israel would lease the territories from the Palestinian state for a period of 40 to 99 years.
The Palestinian sources said that the talks are an American initiative that has been going on for some time in order to obtain an understanding with Israel regarding the terms surrounding a future Palestinian state.
The Palestinian Authority apparently has only recently been made aware of the talks and hasn't been given the details of the proposal.
An Egyptian source told the newspaper that the negotiations are "more quiet than secret, and are meant to try to save the peace process."
Neither the Prime Minister's Office nor the U.S. government agreed to comment on the report.
Israel slams absurd UNESCO decision on Jerusalem, West Bank holy sites

UNESCO board adopted last week five proposals initiated by Arab member states regarding sites which are considered holy to both Jews and Muslims.
A decision by the United Nations body in charge of preserving historical sites to define West Bank shrines sacred to both Jews and Muslims as Palestinian is "absurd," Prime Minister Benjamin Netanyahu said Friday.
One of the sites, in the city of Hebron, has been a flashpoint for decades. Jews call it the Cave of the Patriarchs, where the Bible says the patriarchs Abraham, Isaac and Jacob were buried along with three of their wives.
Muslims call it the al-Ibrahimi mosque, reflecting the fact that Abraham is considered the father of both Judaism and Islam.
Netanyahu issued a statement condemning the UNESCO decision which was made last week. "The attempt to detach the people of Israel from its heritage is absurd," the statement said.
"If the places where the fathers and mothers of the Jewish nation are buried, Abraham, Isaac, Jacob, Sarah, Leah and Rachel some 4,000 years ago are not part of the Jewish heritage then what is?"
Hebron is a West Bank flashpoint because it is the only place where Jews live among Palestinians. About 500 settlers live in enclaves near the disputed holy site, guarded by Israeli soldiers who control part of the city of about 170,000 Palestinians.
Earlier this year Israel registered the Hebron shrine as well as a tomb near Jerusalem, believed to be the burial site of the Matriarch Rachel, as national heritage sites.
Both shrines are located in the West Bank, territory the Palestinians want as part of their future state. Palestinians view the additions of the shrines to Israel's heritage list as a land grab.
"It is regrettable that the organization established to promote historical heritage sites worldwide is trying for political reasons to detach the ties between the Jewish people and their heritage," Netanyahu's statement said.
"The state of Israel in contrast to its neighbors will continue to preserve freedom of religion at these sites and preserve them for future generations," he said.
UNESCO, in its biannual session which ended last week, adopted five proposals initiated by Arab member states regarding Jewish and Muslim holy sites.
One of them, in what Israelis charged was a first, used an allegedly politically motivated title to describe Rachel's burial site in Bethlehem.
Referring to the structure as the "Bilal bin Rabah Mosque/Rachel's Tomb" in its statement, the UNESCO board voted 44 to one, with 12 abstentions, to reaffirm the site was "an integral part of the occupied Palestinian territories and that any unilateral action by the Israeli authorities is to be considered a violation of international law."
Israelis charged that Rachel's Tomb was traditionally referred to also by Muslims as such in Arabic, as "Qubat Rachel," although the structure also traditionally included a Muslim prayer house adjacent to a Muslim cemetery.
They charge that the name "Bilal bin Rabah Mosque" only came into use following Arab-Israeli riots in 1996 and was coined by Palestinians for political reasons.
Army Radio on Friday quoted a Foreign Ministry statement as charging the UNESCO decision used "crudely politically deceptive" language and that this distorted and sidestepped the body's cultural mission.
A spokesman also called the UNESCO decision "shameful" and charged it "reeked of political bias."
The UNESCO executive board also expressed "deep concern" over "ongoing Israeli excavations and archaeological works" at the Al-Aqsa Mosque compound in Jerusalem's walled, historic Old City.
Israeli media quoted Western Wall and Holy Sites Rabbi, Shmuel Rabinovitz, as charging that the international body "responsible for heritage has turned heritage into politics" and was "distorting history."

You almost have to hand it to those jokers down in Foggy Bottom. All the while they protest and maintain that they are “honest brokers,” “impartial” who want to do what is “best for both sides.”
At the same time, they repeatedly, earnestly insist that: “Israel has no better friend than the United States” – Joe Biden. “We are Israel’s best friend and ally ” – Barack Obama.
And if Israel balks, questioning the administration in Washington DC, the president says: “Israelis are suspicious of me because my middle name is Hussein.”

When it comes to the Jewish State of Israel on the one side, and the Islamic Arab Middle East and Western world on the other, there is only one game in town: “We gotta get our hands on their land.”
What we discovered when we woke up Friday morning and smelled the news print, is if they can’t beat it out of Israel; if they can’t squeeze it out of Israel; if they can’t scare it out of Israel, they’ll go ahead and try to wrangle it out of Israel in a round about way.

1) What does it mean if Israel leases the land from the Palestinian Arabs?
2) Why is AMERICA floating this idea?
The answer to both is one and the same. It means that the land belongs to the Palestinian Arabs. And it means that America – as in the men and women elected to govern that nation – believes this too.
It’s a set trap for Israel. If the Netanyahu government rejected this outright, it would give the other side more ammunition for its charge that the Israelis are not interested in making peace. If Israel agrees to the idea of leasing the land, it would be irreversibly acknowledging that ownership of it is not the Jews’.
One thing is – thankfully – sure: The Israelis are not fools. But politicians can be pushed into a corner if they don’t watch out.
Someone – perhaps Tzipi Hotoveli MK – must stand up and tell Obama and the rest of the world that the land of Israel and the city of Jerusalem is not to give and not to sell and not to get.
It’s been more than given; more than bought; more than paid for.

Jewish-Arab relations in Israel hit boiling point
UMM EL-FAHM, Israel -- Relations between Israel's Jewish majority and its Arab minority have never been warm, but they appear to have hit a new low that has activists on both sides worried the troubled relationship is beyond repair.
In the past month alone, Israeli lawmakers have introduced a series of bills that aim to marginalize Arabs. Rabbis in a northern town have urged followers not to rent homes to Arabs. Extremist Jews marched through this town and set off a violent riot. And a prominent Arab activist has admitted in a plea bargain to spying for the Lebanese guerrilla group Hezbollah.
These repeated run-ins have threatened to turn what has long been an atmosphere of distrust into open hostilities as Jews increasingly question the loyalty of their Arab neighbors while jittery Arab residents fear they are being unfairly characterized as a threat from within.
"The Arab community is terrified. They see the legislation, they feel the atmosphere. They see the discourse and they feel insecure. They feel like they need to protect themselves," said Jafar Farah, head of "Musawa," an organization promoting equality for Arab residents. "And some of these people think they should fight back."
Arabs form about one-fifth of Israel's population of some 7.4 million. In contrast to their Palestinian brethren in the West Bank and Gaza Strip, Israeli Arabs hold citizenship rights that give them access to Israeli social services and other benefits. For the most part, however, they identify with Palestinians. They also tend to be poorer and less educated than their Jewish compatriots and often suffer outright discrimination.

I now offer you the story of the Middle East in just a few paragraphs, which is all you really need.
Here we go:
The Palestinians want their own country. There's just one thing about that: There are no Palestinians.
It's a made up word. Israel was called Palestine for 2,000 years.
Like 'Wiccan,' 'Palestinian' sounds ancient but is really a modern invention.
Before the Israelis won the land in the 1967 war, Gaza was owned by Egypt, the West Bank was owned by Jordan, and there were no 'Palestinians.'
As soon as the Jews took over and started growing oranges as big as basketballs, what do you know, say hello to the 'Palestinians,'
weeping for their deep bond with their lost 'land' and 'nation.'
So for the sake of honesty, let's not use the word 'Palestinian' any more to describe these delightful folks, who dance for joy at our deaths until someone points out they're being taped.
Instead, let's call them what they are:
'Other Arabs Who Can't Accomplish Anything In Life And Would Rather Wrap Themselves In The Seductive Melodrama Of Eternal Struggle And Death. '
I know that's a bit unwieldy to expect to see on CNN. How about this, then:
'Adjacent Jew-Haters .' Okay, so the Adjacent Jew-Haters want their own country. Oops, just one more thing: No, they don't .
They could've had their own country. Any time in the last 30 years, especially several years ago at Camp David.
But If you have your own country, you have to have traffic lights and garbage trucks.
And Chambers of Commerce, and, worse, you actually have to figure out some way to make a living.
That's no fun. No, they want what all the other Jew-Haters in the region want: Israel.
They also want a big pile of dead Jews, of course that's where the real fun is -- but mostly they want Israel .
Why? For one thing, trying to destroy Israel - or 'The Zionist Entity' as their textbooks call it -
for the last 50 years has allowed the rulers of Arab countries to divert the attention of their own people away from the fact that
they're the blue-ribbon most illiterate, poorest, and tribally backward on God's Earth, and if you've ever been around God's Earth, you know that's really saying something.
It makes me roll my eyes every time one of our pundits waxes poetic about the great history and culture of the Muslim Mideast.
Unless I'm missing something, the Arabs haven't given anything to the world since Algebra, and, by the way, thanks a hell of a lot for that one.
Chew this around and spit it out: 500 million Arabs - 5 Million Jews.
Think of all the Arab countries as a football field, and Israel as a pack of matches sitting in the middle of it.
And now these same folks swear that if Israel gives them half of that pack of matches, everyone will be pals.
Really? Wow, what neat news. Hey, but what about the string of wars to obliterate the tiny country
and the constant din of rabid blood oaths to drive very Jew into the sea? Oh, that? We were just kidding.

Or dancing for joy at the murder of Innocents? Impossible.
Or spreading and believing horrible lies about the Arabs baking their bread with the blood of children? Disgusting.
No, as you know, left to themselves in a world of peace, the worst Jews would ever do to people is debate them to death.
However, in any big-picture strategy, there's always a danger of losing moral weight.
We've already lost some. After September 11 our president told us and the world he was going to root out all terrorists and the countries that supported them.
Beautiful. Then the Israelis, after months and months of having the equivalent of an Oklahoma City every week (and then every day)
start to do the same thing we did, and we tell them to show restraint.
If America were being attacked with an Oklahoma City every day,

Israeli sources on Monday confirmed that the US proposed that Israel lease parts of the Jordan Valley from the Palestinians for an additional seven years, Army Radio reported.
According to the Monday report, Prime Minister Binyamin Netanyahu agreed to the idea, but demanded that the arrangement be for a longer period of time than the original offer. "Seven years is not enough - an arrangement like this needs to last for dozens of years," Netanyahu said in closed talks, according to Army Radio.

Half the Public Wants to See Holy Temple Rebuilt
Half the Israeli public wants the Holy Temple (Beit HaMikdash) to be rebuilt. This is the main finding of a poll commissioned by the Knesset Television Channel and carried out by the Panels Institute.
The poll was taken in advance of this Tuesday’s national day of mourning, known as Tisha B’Av, on which the two Holy Temples in Jerusalem were destroyed, 2,000 and 2,500 years ago, respectively.
49% said they want the rebuilding of the Holy Temple, while 23% said they do not. The remainder said they were unsure.
The public is about evenly split on whether they believe it will happen, with a slight edge – 42% to 39% – to those who believe the Third Holy Temple will be rebuilt.

US Defense Secretary Robert Gates from Melbourne rapped Israeli Prime Minister Binyamin Netanyahu's knuckles for his comment in New Orleans Sunday, Nov. 7, that
"Iran must be made to fear a military strike against its nuclear program." Gates shot back:
"I disagree that only a credible military threat can get Iran to take the actions that it needs to end its nuclear weapons program.
We are prepared to do what is necessary but at this point we continue to believe that the political-economic approach we are taking is, in fact, having an impact on Iran."
The defense secretary did not refer to the mounting US military buildup around Iran, described by debkafile's military sources on Nov. 7.
Obama administration leaders were irritated by Netanyahu bursting through an open door. They are in the process of applying military pressure on Iran
and resent the Israeli prime minister's bid to force the pace beyond the carefully calibrated momentum.
Barack Obama not only ordered Iran to be put in a military vice but to do so in a way that was impossible for the rulers in Tehran and the ordinary Iranian to miss.
The menacing military moves were to fall short at this stage of practical preparations for an attack.
As part of this strategy, two weeks ago, the White House requested the heads of NATO to draw up operational plans for attacking Iran's nuclear and military facilities,
stressing that those preparations must fall short of full-scale war.
Also in line with Obama's new posture on Iran were the comments Sunday, Nov. 7, by influential Senator Lindsey Graham, member of the Armed Services and Homeland Defense committees.
He said: "The US should consider sinking the Iranian navy, destroying its air force and delivering a decisive blow to the Revolutionary Guards."
In an address to the Halifax International Security forum, he declared "They should neuter the regime…"
After Iran's Foreign Minister Manouchehr Mottaki tried to pooh-pooh the senator's remarks as a joke -
"Don’t take the American senator’s remark too seriously. He wanted to joke" - word came back that Sen. Graham stood by his remarks.
Netanyahu on the other hand may have done more harm than good by stepping into this delicate United States process which is still in its early stage, say US sources.
By speaking out of turn, he may have slowed it down.
Tehran, for its part, is sending mixed signals regarding the offer by the big powers - the US, Russia, China, France, Britain and Germany - to revive negotiations with Iran in Vienna Nov. 15-17. Western diplomats have said the agenda must be updated to take into account Iran's escalating uranium enrichment activity and growing arsenal of bomb-making materials.
Sunday, Mottaki suggested Turkey as the venue, in the hope of co-opting an ally to the forum, and adding the "Zionist regime's nuclear arsenal" to the agenda.
He admitted that nothing had been decided about the time, agenda or venue.
A day earlier, another Iranian official said the US could take its dream of negotiations to the grave unless it gave up its "hegemonic activities."

Israeli Prime Minister Netanyahu’s tone on Iran is changing. For much of the year, he has been fully supportive of economic sanctions and diplomacy vis-a-vis Tehran.
But on this week’s visit ton the U.S., the PM is now asking American officials to put a credible military threat on the table. Netanyahu is, I believe, beginning to lay the groundwork for a possible Israeli preemptive strike, if the U.S. and the West can’t stop Iran any other way.
Yesterday, I did an interview with NewsMax.com. Here are some excerpts:

I think the prime minister is laying the groundwork for sometime next year that if the world and U.S. don’t take decisive action, Israel may have to take action itself.
I pray for peace but think we have to be prepared for war.
Canada pro-Israel stand

Canadian Prime Minister Stephen Harper delivered a pro-Israel speech at a parliamentary conference which dealt with ways to fight anti-Semitism.
Harper implied that his country did not secure a seat at the United Nations Security Council due to its failure to cooperate with an anti-Israel policy.
"And like any free country Israel subjects itself to such criticism, healthy, necessary, democratic debate.
But when Israel, the only country in the world whose very existence is under attack, is consistently and conspicuously singled out for condemnation,
I believe we are morally obligated to take a stand. Not just because it is the right thing to do, but because history shows us,
and the ideology of the anti-Israel mob tell us all too well, that those who threaten the existence of the Jewish people
are in the longer term a threat to all of us.
Whether it is at the United Nations or any other international forum, the easiest thing to do is simply to just get along and
go along with this anti-Israel rhetoric, to pretend it is just about being even-handed, and to excuse oneself with the label of honest broker."
Harper stated in his speech that "as long as I am prime minister, Canada will take that stand, whatever the cost."
Israeli fighter jet crashes killing 2
November 11, 2010 The most advanced Israeli warplane the F16I crashed Wednesday during a dogfight exercise in southern Israel. Search parties are out looking for them.
They are missing and feared dead. The crash is believed was a miscalculation by the air crew. Instead of gaining height the plane lost altitude and dived into a crash. The pilot did not signal distress. Fragments of the aircraft have been located.
The commander of the IAF and rabbis arrived on Thursday to the scene of the crash to oversee the search and recovery of the bodies.
The pilot had an older brother killed while serving in the Navy in 1998.

US Secretary of State Hillary Clinton and Israel Prime Minister Binyamin Netanyahu held talks in in New York that were friendly and productive and stressed the importance of continuing direct negotiations in pursuit of an Israeli-Palestinian peace accord.
The two sides indicated that officials would continue to meet in the days ahead in order to create "conditions for the resumption of direct negotiations," which have stalled ever since the Israelis let a settlement freeze lapse and Palestinians have demanded the freeze be extended as a condition of the talks.
Clinton also reiterated the US position that negotiations can reconcile "an independent and viable state, based on the 1967 lines, with agreed swaps" for the Palestinians with Israel's desire for "secure and recognized borders that reflect subsequent developments on the ground," and provide Israel with security.
"Those requirements will be fully taken into account in any future peace agreement," the statement emphasized.
Prior to the meeting, Clinton expressed confidence in Netanyahu as a peacemaker, despite tensions this week between the US and Israel, and Israel and the Palestinians, over Jewish construction in east Jerusalem.
“The prime minister and [Palestinian Authority] President [Mahmoud] Abbas are both very committed to the two-state solution and we’re going to find a way forward,” Clinton said in a brief response to questions from the press as she began what proved to be a marathon session of talks with Netanyahu and advisers from both sides.
The meetings were aimed at agreeing on conditions that might enable a resumption of Israeli-Palestinian direct talks, which collapsed in September after the expiry of Netanyahu’s 10-month freeze on new construction at settlements. The US administration has repeatedly urged Netanyahu to renew the moratorium, which Abbas has demanded as a condition for returning to the talks. The administration has also strongly criticized new building plans in the Jewish east Jerusalem neighborhoods of Har Homa, Ramot and Pisgat Ze’ev.
Netanyahu, for his part, has hitherto refused to sanction a further freeze, unless the PA formally recognizes Israel as a Jewish state – something Abbas has said he will not do. And the prime minister has insisted on the right to build in what Israel regards as its sovereign capital.
The two leaders shook hands warmly as they posed for the cameras before heading into their initial, one-on-one meeting in the Regency Hotel in New York. That session lasted for over than two hours.

Why Did Netanyahu Draw an Iranian Nuclear Smokescreen over his US Visit?

When they met on Sunday, Nov. 7, in New Orleans, Prime Minister Benjamin Netanyahu offered the opinion to US Vice President Joe Biden that Iran “must be made to fear a military strike against its nuclear program.” He was urging Washington, in other words, to take substantial military measures against Iran further – for example, to embark on practical preparations for war.
US Defense Secretary Robert Gates, speaking from Melbourne, quickly retorted: “I disagree that only a credible military threat can get Iran to take the actions that it needs to, to end its nuclear weapons program.”
Netanyahu’s remark sounded oddly misplaced given the Obama administration’s unprecedented military pressure on Iran since mid-October, when a second American aircraft carrier, the USS Abraham Lincoln, was stationed off of Iran (on October 17) for the first time in the two years of this administration, joining the USS Harry S. Truman; and a French aircraft carrier, the Charles de Gaulle, which arrived in the Persian Gulf Saturday, November 6. And, furthermore (as we reported exclusively in our last issue) President Barack Obama in person asked NATO leaders and commanders to start drafting operational plans for military action in Iran that would just fall short of full-blown war.
Certainly, President Obama has leaned on Iran with more visible military might than any of his predecessors. They include especially President George W. Bush, who in his memoir, “Decision Time,” published this week, wrote: “I cannot justify an attack on a sovereign nation unless my intelligence agencies stand up and say it’s a weapons program.”
Netanyahu’s silence traded for Obama’s sanctions
It was on those grounds that in 2007 Bush refused an appeal from Israel’s Prime Minister at the time, Ehud Olmert, for America to bomb the Syrian nuclear reactor (which Israel proceeded to do itself). But the former president omits to mention that at the end of the same year, he rejected Olmert’s request to attack Iran and on the same grounds: the National Intelligence Estimates – NIE just put on his desk concluded that Iran had stopped developing a nuclear weapon.
Today, Washington admits that the NIE got it wrong. In private, some US officials are willing to admit that its conclusion was deliberately faked to mislead Bush into shelving any plans he or Israel might have to strike Iran’s nuclear facilities.
Another fact, brought out in several previous DEBKA-Net-Weekly issues, is that earlier this year, President Obama and Netanyahu agreed on the quiet that Washington would take economic and financial sanctions against Iran to the fullest extent in return for the Israeli prime minister holding his horses and refraining from harping on the military option, American or Israel – unless Tehran actually went into production of a nuclear bomb or warheads.
Netanyahu scrupulously upheld his side of the bargain to the point that his silence was deemed harmful to Israel’s fundamental interests – until he saw Vice President Biden in New Orleans on Sunday.
So what made Netanyahu veer suddenly from an embarrassing silence on the Iranian nuclear question to blunt rhetoric?
Newly hard-hitting on Iran, talks with the Palestinians, Hizballah
That was not the only odd feature of the Israeli premier’s unusually lengthy five-day trip to the United States.
Asked why he traveled to America when Obama was away in Asia, senior ministers in Jerusalem just shrugged and said that when they had put the same question to Netanyahu, he was evasive.
Then, too, on the day he saw Biden, an announcement came from home that 1,300 new housing units had been approved for Jerusalem suburbs across the old Green Line, recalling the awkwardness generated between Israel and the Obama administration of a similar announcement during the Vice President’s visit to Israel nine months ago.
Equally bizarre was Netanyahu’s meeting with UN Secretary Ban Ki-moon in New York Monday, Nov. 8.
In a briefing to US and Israeli reporters, his spokesmen said he would inform the UN Secretary that Israel was willing to hand over to United Nations Interim Force in Lebanon (UNIFIL) control of the northern part of the divided village of Ghajar, one of its strategic footholds in Lebanon. Ban has been pressing Israel to make this gesture for the last two years in the hope it would reduce border tensions between Israel and Hizballah.
But then, when the meeting took place, the prime minister changed his mind and said only that the Ghajar issue needed to be aired further by his political-security cabinet.
All in all, in America, Netanyahu has shown a distinct hardening on the toughest issues facing his government – Iran, talks with the Palestinians and Hizballah, generating conflicting hypotheses to account for this change of face – depending on who one asks.
DEBKA-Net-Weekly‘s sources in Washington and Jerusalem offered two explanations – one Israeli and one American:
1. Israel: Talking tough to deter Iran from jumping into Lebanese crisis
1. The prevailing view among Israeli insiders is that as Lebanon plunges ever deeper into a crisis (See a separate article on the Iranian-Syrian-Hizballah plans to overrun Lebanon) which is expected to peak in the coming four to six weeks, Netanyahu is getting the country set for a possible spillover into war with Syria, Hizballah and possibly Iran. He stayed quiet in respect of his deal with Obama for as long as it was tenable. He then chose the American arena for a switch to a tough military stance – more to deter Iran from stepping into a possible clash on the side of Syria and Hizballah than to halt its march toward a nuclear weapon. The latter goal, he is convinced, Tehran will pursue no matter what.
The published approval of 1,300 new homes in the established Jewish neighborhoods of Ramot and Har Homah in East Jerusalem – which could have gone through routinely without fanfare – was Netanyahu’s rejoinder for the Damascus get-together on Nov. 9 of Palestinian Authority Chairman Mahmoud Abbas‘s Fatah and the extremist Hamas, to work out a plan seriously detrimental to Israel’s security.
They have been talking about posting Fatah units to the Gaza Strip in return for Hamas gunmen taking up position on the West Bank opposite Israel’s heartland.
Their concurrence on this rearrangement, say our Israeli sources, would pave the way for the two feuding Palestinian factions to bury the hatchet and form a radicalized, power-sharing administration. Those sources point out that Israel’s prospective peace partner, Mahmoud Abbas, is clearly gambling on Syria and Iran gaining the upper hand in the Middle East. For the sake of making up with their extremist Palestinian ally, he is willing to open the West Bank to terrorists, knowing he is crossing an Israeli red line and by doing so reducing the prospects of reaching the US-sponsored negotiating table.
Netanyahu decided to show the Palestinian leader that by opening one door he risked closing another.
2. US: Hard line conceals big strides towards Israel-Palestinian accord
US administration insiders take the opposite view. They argue that backdoor negotiations far from being in stalemate have been going great guns for some weeks – so much so that the Israeli prime minister felt the need to keep from letting the cat out of the bag before he could prepare the ground at home and preempt a coalition crisis that would abruptly put paid to the negotiations. Informed US quarters believe that he assumed a tough stance as camouflage.
Progress, Washington informants told DEBKA-Net-Weekly, has been remarkable in the quiet talks taking place in the Jordanian capital of Amman between US, Saudi, Egyptian, Jordanian, Israeli and Palestinian representatives. They have come close to accord in principle in five key areas, although many details remain to be filled in and more issues are pending.
Knowledge of their content, say those sources, would most certainly bring the Netanyahu government tumbling down. They all prefer, therefore, to have a deal in the bag before word gets out.
The talks are anchored on five points of progress
Those points, according to our sources, concern the following:
A. The Jordan Valley which runs north to south and the Jordan River meandering through it.
Every Israeli government since the 1967 War has stipulated that any peace accord must leave this strip in Israeli hands as its security border to the east.
But now, the round-table negotiators have accepted the principle of a foreign, namely Jordanian, troop presence there in a deployment that would satisfy Israel’s security requirements
and provide a barrier against the smuggling of missiles, other munitions and fighters into the West Bank when it comes under independent Palestinian rule.
If this clause survives the negotiations, the Hashemite Kingdom, for the first time since the Jordanian Army withdrew from the West Bank 43 years ago,
would regain a military presence on the both the West and East Banks of the River Jordan and a springboard for reviving its influence over the former.
Israel and Jordan signed a peace treaty in 1994.
B. The Jordanian military’s functions along the Jordan River and on West Bank soil would be governed by agreed rules of conduct.
Those rules would extend to other parts of the West Bank where the deployment of foreign forces is under negotiation.
C. The Israeli settlements in the Jordan Valley would remain in place and continue to develop – on the understanding that after several decades, 30-50 years,
their disposal would be renegotiated with the possible option of passing the area to the Palestinian state. This item is still under discussion.
D. Israeli Defense Forces positions remaining there for now would be gradually reduced in size and number.
E. The above provisions would go into effect only after an independent Palestinian state is established.

Netanyahu is holding his cards close to his chest, not sharing them even with Defense Minister Ehud Barak, Ashkenazi or Uzi Arad.

The package Israeli Prime Minister Binyamin Netanyahu has accepted for US-sponsored talks with the Palestinians contains more substantial concessions than merely a freeze on settlement construction and goes far beyond the one-year deal put before the security cabinet.
The deal unveiled in Jerusalem is only stage one
Israel has made 4 major concessions that will go into force if and when peace is signed with the Palestinians.
Israel has FOOLISHLY accepted another 3 month moratorium on West Bank settlement construction including starts made after the expiry of the first 10-month freeze on Sept. 26.
It will not apply to Jerusalem. No third moratorium will be requested.
In return, the United States agreed that in the next 12 months -
1. To request congressional approval for the sale of 20 F-35 stealth warplanes worth $3 billion in addition to the 20 already allocated.
2. To follow an Israel-Palestinian peace accord, if it is concluded, by signing a mutual defense treaty with Israel, negotiations for which to begin in the coming weeks.
3. To veto any anti-Israeli motions put forward at the UN Security Council or other international bodies on four subjects:
--- Initiatives for imposing political solutions on Israel;
--- Any unilateral Palestinian bid to establish an independent state;
--- All acts aimed at undermining Israel's legitimacy;
--- Any attempt to use the Security Council to deny Israel's right to self-defense.
While the prime minister presented this deal to the security cabinet ministers as a draft still under discussion, debkafile's sources report that it was finalized with Washington and the negotiations have raced beyond that point and gone a lot deeper into the substance of a peace accord with the Palestinians in the secret round table under the American aegis to which Saudi Arabia, Egypt and Jordan have been co-opted.
These negotiations, still in mid-course, were first revealed by DEBKA-Net-Weekly 469 Nov. 11, together with the issues on the table:

One of the Israelis killed in last week’s air force accident in the southern Negev region was a Messianic Jew from the Jerusalem suburb of Maaleh Adumim.
Friends and family, including Israel Today Co-Editor Michael Schneider, attended the funeral of Maj. Emanuel Levi, 30, on Sunday morning in the Israeli capital. Levi was a member of a Messianic congregation in Maaleh Adumim, a town of nearly 30,000 that the world wants evacuated because it is a “Jewish settlement.”
Levi and pilot Maj. Amihai Itikis, 28, lost control of their F-16I fighter jet during a nighttime simulated aerial battle last Wednesday.
Air force officials now believe human error was the cause of the crash, and have ungrounded Israel’s F-16 fleet after a short investigation to ensure there was no technical problem with the aircraft.

debkafile's Washington sources disclose that the 3 month settlement construction freeze-for-incentives deal Prime Minister Binyamin Netanyahu discussed with US Secretary of State Hillary Clinton Friday, Nov. 12, also included a commitment to hold Israel-Palestinian negotiations on the two states' final borders during that period. Assuming the talks collapse, the Obama administration will take the initiative of delineating those borders and present its own map to both sides before the three months are up.
Our sources disclose that the boundaries the US map will adhere a lot more closely to Palestinian territorial aspirations than to Israel case. While no one is talking about imposing it on Israel, a rejection by the Netanyahu government would place it on a collision course with the Obama White House.
Word about Obama's planned map was not relayed to the Israeli cabinet Sunday, Nov. 14 when Netanyahu reported to the cabinet on his talks with US leaders last week, our Jerusalem sources report.
According to our Washington sources, Obama believes that leaving Israel with no more than 4-4.5 percent of the pre-1967 West Bank area should satisfy its essential security requirements. In terms of population, this would entail the evacuation of dozens of settlements plus two important towns, Efrat in Gush Etzion in the south which has a population of 8,000, and Ariel in Samaria which has 20,000 inhabitants.
For Washington, it is the Palestinians who are laying down the law. After his ultimatum on construction was accepted as an obstacle to talks, the Palestinian Authority chairman Mahmoud Abbas now warns Washington that if every last Jewish resident is not cleared from Ariel, there will be no peace accord.
Even when the former Prime Minister Ehud Olmert held talks with Mahmoud Abbas in 2007 and 2008, Washington backed his demand for at least 5.9 percent of the land – although the figure quoted by Olmert is 6.5 percent. It was understood that in the past 33 years, these locations had developed exponentially each time the Palestinians refused to discuss peace and resorted to violence.
As for the US incentives offered Israel for accepting a second moratorium on settlement construction, Netanyahu neglected to mention the corresponding benefits to be offered the Palestinians.
The Obama administration is willing to let Israel have 20 F-35 stealth warplanes worth $3 billion in addition to the 20 already allocated and promises to veto anti-Israeli motions at the UN and other international bodies.
No one knows what promises are contained in the letter under preparation at the White House for the Palestinian Authority chairman. US sources told debkafile that Israel should not be surprised if commitments it contains are inimical to Israel.

'I felt the bed literally shaking,' Safed resident says. The quake caused her to wake up as she felt her house move.
'I got up and felt the bed literally shaking under my stomach, actually moving. I cant fall back to sleep I'm so afraid.'
A mild earthquake was felt in northern Israel early Tuesday.
The Geophysical Institute reported an earthquake measuring 3.6 on the Richter Scale was felt in the Moshav Avivim area at 4:32 am.
No injuries or damage were reported.
A resident of Reches Ramim said, 'The entire house was shaking, closets, doors. There was another, slightly stronger earthquake than before.'
On Sunday, a minor earthquake measuring 2.7 on the Richter Scale was felt in the area.

American proposal calls for 90-day extension of West Bank freeze in return for incentives including sale of 20 new fighter jets to Israel.
Obama has not yet presented Prime Minister Benjamin Netanyahu with the written details of a package of incentives it offered in exchange for a temporary freeze in West Bank construction.
“We still do not have a final proposal in writing that can be discussed in depth,” said Finance Minister Yuval Steinitz.
Netanyahu's communications adviser, Nir Hefetz, added that Netanyahu and U.S. Secretary of State Hillary Clinton had reached "understandings on the matter", but that the proposal would take time to formulate in writing.
"There are understandings between the U.S. secretary of state and the prime minister, but it takes time for them to be put in writing, and we have to wait," Hefetz said.
The plan proposed by the American administration calls for a 90-day extension of the moratorium on building West Bank settlements in return for a series of incentives
including the sale of 20 new fighter jets to Israel and certain guarantees in United Nations discussions. The previous ten-month settlement construction ban expired in September.
Netanyahu's majority in the cabinet coming into a vote on the proposed freeze will be a razor-thin one, officials estimated this week.
Considering the wide opposition from within Netanyahu's own party and other right-wing lawmakers, approval will only be possible if Shas ministers agree either abstain or absent themselves from the vote.
Barack Obama and Clinton both praised Netanyahu following his return from Washington this week for his willingness to extend the freeze.
The Palestinians declined discussion of the matter pending an official U.S. announcement, but aides to Palestinian President Mahmoud Abbas have reiterated that any settlement freeze must also include East Jerusalem.

Palestinian refusal to return to the negotiating table even if a 90-day settlement freeze is in place has delayed the anticipated agreement between Israel and the US for a package of incentives in exchange for such a moratorium, The Jerusalem Post has learned from sources close to the issue.
As a result, there is no formal document to date which sets out the terms of the incentive package which was hammered out last Thursday in a day long meeting between Prime Minister Binyamin Netanyahu and US Secretary of State Hillary Clinton.
Netanyahu has insisted that only once he has such a document, will he bring it to the 15-member Security Cabinet for approval.
The Cabinet is set to hold its weekly meeting on Wednesday, but at present, the 90-day freeze is not on the agenda.
Terms of the proposed deal, as presented to the Cabinet by Netanyahu were:

Prime Minister Benjamin Netanyahu and Foreign Minister Avigdor Lieberman will bring to a vote Wednesday before the cabinet an Israeli pullback from one of the most sensitive points along the border with Lebanon, Israeli officials said Monday.
The call to pull out of the northern portion of the village of Ghajar is surprising, considering the number of times in the past the two men have criticized the unilateral withdrawals from the Gaza Strip and southern Lebanon.
Netanyahu also declared on a number of occasions during the past year that Israel will not be able to rely on international forces to defend its borders, for example after a future establishment of a Palestinian state.
Still, this does not seem to deter him from pulling out of the northern portion of Ghajar without an agreement with the Lebanese government. Control of the territory would then be transferred to the UNIFIL, which would also be responsible for preventing terrorists and criminals from crossing through the village.
During the past two years Israel and the United Nations Interim Force in Lebanon have been conducting ongoing negotiations over the village's security arrangements, as well as regulations that would allow the residents of the northern portion of the village, who are Israeli citizens, to continue receiving essential services from Israel.
In September, it was concluded that the government of Lebanon was not interested in participating in the withdrawal from Ghajar under the framework being negotiated. Moreover, a series of problems emerged related to the civilian arrangements, which were not properly dealt with. The U.S. government was also pressuring Israel to pull back from the territory.
UNIFIL Commander, Spanish General Alberto Asarta Cuevas, then put forth a new proposal which essentially did away with the two years of negotiations and called to restore the status quo that had existed in the village prior to the Second Lebanon War in July 2006.
According to his plan, the northern part of Ghajar would become a buffer zone in which neither IDF nor UNIFIL forces would be based. The IDF forces would secure the border with Israel only in the southern portion of the village, and the UNIFIL forces would be deployed outside the northern portion of the village, inside Lebanon. This arrangement would mean no security control over the northern section of the village.
Prior to 2006, the northern portion of the village was considered a serious security "hole" in which militant and criminal activity on the part of Hezbollah and drug traffickers was discernible. In November 2005, Hezbollah tried to kidnap Israeli soldiers in the area, but the attempt was foiled and IDF troops killed four Hezbollah fighters.
Even though northern Ghajar is considered a security weak point, at this stage there are no measures in place that aim to prevent any penetration by Hezbollah militants into the village, except the promises of UNIFIL.
Netanyahu has been critical on a number of occasions of UN Security Council Resolution 1701, which gave UNIFIL the mandate over security in southern Lebanon following the Second Lebanon War.
The cabinet is expected to authorize the IDF and the Foreign Ministry to embark on intensive talks with UNIFIL on setting up security arrangements in the area, and then report back to the cabinet within 30 days. At the end of the talks, the cabinet will set the precise date for an IDF withdrawal, officials said.
The Prime Minister's Office refused to comment.
US building freeze offer is a trap
Israeli Infrastructure Minister Uzi Landau on Tuesday warned that the proposal whereby the Obama Administration will provide Israel with various gifts and assistance in exchange for another Jewish building freeze is a trick, just as most previous American diplomatic promises have been phony.
Speaking to Voice of Israel Radio, Landau decried the fact that the proposal is being misrepresented in the Israeli media, and even to most Israeli lawmakers.
According to the publicized version of the proposal, Israel will impose a 90-day Jewish building freeze in Judea and Samaria (excluding eastern Jerusalem) in order to facilitate a resumption of direct peace talks with the Palestinians. In return, Israel will receive American support at the UN, more recognition of its security demands, and 20 F-35 fighter jets.
Most Israelis are erroneously led to believe that they are going to score a major diplomatic victory and some free military hardware just for making a small, temporary gesture, explained Landau.
“We must see the structure of the deal – and you see that the Americans are demanding that we come to a full agreement with the PA in order for the benefits to kick in,” Landau continued. “You only get the benefits in the event of a final-status agreement – only when everything is over.”
Since the Palestinians have already rejected the temporary and limited nature of the building freeze, there is almost no chance that Israel will be provided the promised benefits for making the gesture.
Instead, just as in the past, Landau said Israel will find itself betrayed.
“Israel has failed to learn from the past,” he lamented. “President Obama is ignoring previous promises that President Bush presented to Prime Minister Ariel Sharon. Those promises, too, were portrayed as a great diplomatic achievement.”
The Bush-Sharon letter ostensibly provided US recognition that Israel would retain large Jewish settlement blocs in Judea and Samaria even as part of a final status peace deal. It is now not worth the paper it was written on.
Landau noted that Israel got no credit for its recently expired self-imposed 10-month building freeze, so why should anyone believe the US government will change it’s tune this time around?
“Instead of asking the Palestinians to make similar ‘gestures,’ the US comes back to us,” said Landau, concluding that concessions ultimately just lead to more concessions as Israel presents itself to its enemies and opportunistic foreign power-brokers as pliable and irresolute.

The president's comments came after a US official said the Obama administration is drafting written diplomatic and security assurances to Israel to persuade Netanyahu's government to renew a freeze on West Bank settlement activity.
"It was always envisioned that there would be a letter detailing our understandings," the official said on Wednesday. "We are nailing down the specifics."
Netanyahu was hopeful on Wednesday night that negotiations with the US over a written incentives package in exchange for a 90-day settlement freeze will soon be completed.

The Middle East is a powder keg with a short fuse. It appears that recent events are pointing to the fuse being lit very soon.
Recent legislation shows that the Mideast peace process appears to have reached an impasse as neither the Palestinians nor the Israelis will give on the stumbling block, Jerusalem.
Israel has just recently taken the volatile matter of the land for peace negotiations out of the hands of a few politicians and put it into the hands of the people.
The Arab League is avidly denouncing this new move, as is the Palestinian Authority and Syria.
These enemies of Israel well know that if the fate of Jerusalem is is up to the citizens of Israel, that their desire to possess Jerusalem will never be come to pass.
The Arab League condemned Israel's new law requiring a referendum on land concession as illustrating the aggressive character of the Israeli government and its disregard for international law.

Israeli Knesset passed National Referendum Law, requiring the approval of 80 MKs or a national referendum before any Israeli withdrawal from east Jerusalem or the Golan Heights.
Thats what the stupid Arabs call a provocation.
This new law may be the tipping point that finally provokes the many enemies of Israel to attack her. They have been preparing militarily for such an attack for months.
Probably the only reason they have restrained themselves thus far is because they were depending on either Obama or the UN to demand that Israel comply and unilaterally disengage.
Their goal being to carve Israel into a much smaller Israel with indefensible borders.
Their primary objective is to remove Israel from being a nation.
So, a barrage of missiles towards the civilian populations of Israel is planned regardless of how much land Israel is willing to give in exchange for peace.
Come, they say, let us wipe out Israel as a nation. We will destroy the very memory of its existence.
These Muslim neighbors are aware that at least while the decision to give away Jerusalem was in the hands of select few,
there was still a chance that Obama could possibly arm-twist Prime Minister Netanyahu behind the scenes.
These Arab enemies appear to be cognizant that this prospect of Israel being coerced into just releasing Jerusalem into their hands is now fading fast with this new legislation requiring a referendum vote.
If a super majority in the Knesset (the Israeli legislative body) cannot be reached, then the citizens of Israel will cast the deciding vote.
In the Knesset, the recent passage in favor of this controversial new law was 65 to 33.
It is therefore conceivable that a similar ratio would be reached in the Knesset against conceding Israel's Covenant land to the Palestinians.
In this instance, the decision would then land in the hands of the Jewish people.
This clever new legislation by Israel, combined with her previous proven determination that dividing Jerusalem was not on the table and would never be, is proving to the Palestinians and all of their allies that Jerusalem will never be willfully given up to them.
"The Israelis want to tell the whole world that they will not withdraw from Jerusalem or the Golan," Abbas told reporters on Tuesday at the opening of the new headquarters of the Palestine Liberation Organization in Ramallah."
The statement also said that the law is designed for those that still under the illusion that the Israeli government is interested in peace.
Palestinian Authority chief negotiator Saeb Erekat on Monday slammed the Knesset's decision and reiterated the sentiments put forward by
Syria and said that with the passage of this bill, the Israeli leadership, yet again, is making a mockery of international law.

They are no doubt fully aware that the Obama Administration can no longer force Israel's hand with coaxing or threats as it is not up to the leadership anymore, but to the population of Israel.
Previously, the United Nations had proposed setting a deadline for a Mideast "peace treaty". The UN had also formulated that if upon the set date no treaty is negotiated; that the United Nations will decide the terms of the treaty. In other words, the United Nations will tell Israel what to do.
"Calling for a return to Israel's borders before the 1967 war in which it occupied the West Bank, Gaza, and other territory, Solana said mediators should set a timetable for a final peace agreement, according to the report.
"If the parties are not able to stick to it (the timetable), then a solution backed by the international community should be put on the table," he said, as quoted by Reuters."
Eventually(if not already), those who despise and oppose Israel may conclude that Israel will also defy the UN's efforts to give away her promised land; just as she has refused to "cave" to the demands of the the United States.
If the United Nations attempts to dictate its will upon Israel then Israel, as a sovereign nation, has the right to resist. Israel has proven to the international community that she has the steadfastness and wherewithal to do so.
With this realization, Israel's enemies may finally conceptualize the fact the Jerusalem will never be given to them on a silver platter and that they will have to forcefully take it by military conflict if they want it.
These many enemies of Israel who have attacked her seven times since her miraculous rebirth in 1948, have many millennia of hatred seething beneath the surface and would not think twice about attacking Israel yet once again.
This hatred runs so deep that these Arab countries' goal is not just to take Israel's land, but they want the very demise of the Jewish people.
Therefore, a military assault on Israel may actually be seen as achieving both of their goals at the same time.
The recent confrontation between North Korea and South Korea may well be an impetus that will encourage the Arab nations to spring to action.
If further confrontations ensue, it may be seen as perfect timing as America, as South Korea's ally, would be occupied and unable to come to Israel's aid.
This future military conflict between Israel and her neighbors is predicted in the Word of God and will be the fulfillment of Psalm 83.
The Psalm 83 War is not a matter of if, but when and as evidenced by all the recent news, "when" appears to be extremely soon.

When the fuse is finally lit in the Middle East and the powder keg explodes, we can anticipate that surely the Lord's return is very soon.

Does your organization support the existence of the land of Israel?
A Pennsylvania Jewish group that has claimed the Internal Revenue Service is targeting pro-Israel groups introduced in federal court today a letter from an IRS agent to another, unnamed organization that tax experts said was likely outside the usual or appropriate scope of an IRS inquiry.
"Does your organization support the existence of the land of Israel?" IRS agent Tracy Dornette wrote the organization, according to this week's court filing, as part of its consideration of the organizations application for tax exempt status. "Describe your organization's religious belief sytem toward the land of Israel."
The document emerged in the course of a lawsuit filed in August by Z Street, a hawkish group that casts itself as the Zionist answer to the liberal J Street. Z Street claims that a different IRS agent reviewing its application for tax exempt status said the agency is "carefully scrutinizing organizations that are in any way connected with Israel" and that "a special unit" is determining whether its activities "contradict the Administration's public policies.'"
The IRS can deny tax exempt status to groups that work against "established public policy," a precedent established in its denial of a tax exemption to Bob Jones University over racial discrimination, and Z Street is suggesting that the IRS has begun applying some such policy to pro-Israel groups. The State Department has complained of tax exempt contributions to groups that fund weapons and equipment for West Bank settlers, which Z Street co-founder Lori Lowenthal Marcus said Z Street has never come close to doing.
"Given that we have fallen within this net, how big is the net?" she asked.
The agent's question was contained in correspondence with "a Jewish religious organization" with no stated position on Israel, Z Street says in its court filing. The group's tax adviser, Z Street says, shared the correspondence with Z Street. Z Street does not know the name of the group and may subpoena the tax adviser, who is no longer cooperating with them, for more information, Marcus said.
Several experts on non-profit tax law said the questions to the organization were unusual, at best, though they were also skeptical of the claim that the IRS is specifically targeting pro-Israel groups.
"The claims go far beyond what should be the IRS's role," said Paul Caron a University of Cincinnati law professor and the author of TaxProf Blog.
Ellen Aprill, a law professor at Loyola University in Los Angeles said the second question was "appropriate" in the context of an application seeking a tax exemption on religious grounds.
"The first one is not the way I would want any of my agents to do it," she said.
Former I.R.S. Commissioner Sheldon Cohen said he was skeptical of Z Street's motives in its high-profile lawsuit, rather than pursuing its concerns in tax court.
"They were hardly into the process when they screamed rape – nobody lifted the dress yet," he said, noting that 501(c)3 groups can't advocate for political positions.
But he called the specific questions "unusual."
"I've never seen that kind of inquiry," he said.
And Ofer Lion, a California tax lawyer, said he thought the question was probably the work of a misguided agent.
"People who work in the field and have done a lot of these applications have seen these bizarre questions shot back at them more than once," he said.
Z Street maintains, however, that the questions are more evidence of a broader policy targeting pro-Israel groups. The organization claims that the agency is "improperly considering the political viewpoint of applicants" and engaging in "clear viewpoint discrimination."
The IRS has sought to dismiss Z Street's claim on technical grounds. A spokesman said he couldn't immediately comment on the new filing; in August, a spokesman said he couldn't comment on an ongoing case.

The release of classified cables from any U.S. embassy in the world could have serious implications and even affect peoples' lives.
The United States Embassy in Tel Aviv has informed the Foreign Ministry in Jerusalem that the whistle-blowing website WikiLeaks was planning on releasing hundreds of thousands of American diplomatic cables, some of which might deal with Israel-America relations.
The Americans said they wanted to let the Israeli government know so it would not be surprised and would be prepared for publicity that might cause diplomatic embarrassment.
A senior Israeli official familiar with the contents of the message, who asked to remain anonymous because of the sensitivity of the matter, said that according to the Americans, the WikiLeaks material includes diplomatic cables sent to Washington from American embassies throughout the world. Sources in Washington said the documents would be coming out soon, perhaps even today.
The cables date from the past five years and include media reports, talks with politicians, government officials and journalists, as well as evaluations and various analyses by American diplomats regarding their host countries.
According to the senior Israeli official, the U.S. Embassy said that the documents were not highly classified, but the administration did not know the precise content of the cables.
"The Americans said they view the leak very seriously. They don't know when they will be released on the internet and what exactly they say, but they didn't want us to read about it in the newspapers," the official said.
The American message said that if cables from the U.S. Embassy in Tel Aviv were released, it could be embarrassing because they relate to relations between Israel and the United States, which are usually kept confidential, or because they involve internal correspondence between American diplomats that do not always reflect the official position of the U.S. administration.
John Kerry calls for Israel to cede Golan Heights and East Jerusalem
On a February trip to the Middle East, Senate Foreign Relations Committee chairman John Kerry (D-MA) told Qatari leaders that the Golan Heights should be returned to Syria, that a Palestinian capital should be established in East Jerusalem as part of the Arab-Israeli peace process, and that he was "shocked" by what he saw on a visit to Gaza.
Kerry discussed the Israeli-Palestinian peace process in a visit to Qatar during separate meetings with Prime Minister Hamad bin Jassim Al Thani and the Emir of Qatar, Hamad bin Khalifa, as revealed by the disclosure of diplomatic cables by the website WikiLeaks.
The emir told Kerry to focus on Syria as the path toward resolution of the Arab-Israeli conflict. Kerry agreed with the emir that Syrian President Bashar al-Assad is a man who wants change but pointed out that his arming of Hezbollah and interference in Lebanese politics were unhelpful. Kerry said that Assad "needs to make a bolder move and take risks" for peace, and that he should be "more statesman-like." Kerry also agreed with the emir that the Golan Heights should be given back to Syria at some point.
"The Chairman added that Netanyahu also needs to compromise and work the return of the Golan Heights into a formula for peace," the diplomatic cable reported.
As for the peace process, Kerry defended the Obama administration's drive to use indirect proximity talks (which were only being discussed at that time) as a stepping stone to direct talks between the Israelis and the Palestinians. He said the two sides should first agree on the amount of land to be swapped and then work on borders, followed by settlements.
Kerry also said that final agreement would have to include a Palestinian state with a capital in East Jerusalem.
"Any negotiation has its limits, added Senator Kerry, and we know for the Palestinians that control of Al-Aqsa mosque and the establishment of some kind of capital for the Palestinians in East Jerusalem are not negotiable," the cable stated, summarizing the meeting with the emir. "For the Israelis, the Senator continued, Israel's character as a Jewish state is not open for negotiation. The non-militarization of an eventual Palestinian state and its borders can nonetheless be resolved through negotiation."
In a separate meeting the day before with the prime minister, Kerry resisted the Qatari leader's assertion that Hamas was ready to accept the existence of the State of Israel, but he agreed that urgent action was needed to rebuild Gaza.
According to the leaked diplomatic cable, the prime minister told Kerry, "We need to broker a quick reconciliation between Hamas and Fatah and move forward quickly on rebuilding Gaza… Senator Kerry asserted that HBJ [Prime Minister Hamad bin Jassim Al Thani] was preaching to the converted and told the PM he was ‘shocked by what I saw in Gaza.'"
In a telling exchange at the end of his meeting with the emir, the Qatari ruler gave Kerry some advice for dealing with the Iranian government.
"The Amir closed the meeting by offering that based on 30 years of experience with the Iranians, they will give you 100 words. Trust only one of the 100," the cable said.

On Sunday thousands of Israel haters gathered in Istanbul to welcome the Turkish-Hamas terror ship Mavi Marmara to the harbor. Festooned with Palestinian flags, the crowd chanted "Death to Israel," "Down with Israel" and "Allah akbar" with Hizbullah-like enthusiasm.
The Turkish protesters promised to stand on the side of Hamas when it next goes to war with Israel. They may not have to wait long to keep their promise. Over the past two weeks Hamas has steeply escalated its missile war with over 30 launches. Last week, a missile that narrowly missed a nursery school wounded a young girl.
Since Operation Cast Lead two years ago, Iran has helped Hamas massively increase its missile and other military capabilities. Today the terror group that rules Gaza has missiles capable of reaching Tel Aviv. It has advanced antitank missiles. As Hamas spokesman Abu Obeida said Saturday, "We are now stronger than before and during the war, and our silence over the past two years was only for evaluating the situation."
That evaluation has not tempered Hamas' aim of annihilating the Jews of Israel. As Obeida's colleague Ahmed Jaabari said Saturday, Israel's Jews have two choices, "death or departing Palestinian lands."
IDF commanders are taking Hamas's new brinksmanship seriously. In recent days several have said that Israel's deterrence has eroded. Another Cast Lead is just a matter of time, they warn.
In the meantime, Fatah — Hamas's sometime rival and sometime brother — is preparing its next round of political warfare with its many friends around the world. Despite some recent tactical repositioning, its goal is clearly to proceed with its plan to declare statehood with maximum international support within the next nine to 12 months.
To this end, Fatah and its allies are operating on multiple fronts. On November 24 the UN General Assembly passed a resolution to hold a Durban III conference on September 21. The first conference, held in Durban, South Africa in September 2001, is mainly remembered as a diplomatic pogrom against Israel and Jews which complemented the shooting war in Israel.
As Jews were being butchered in pizzerias in Jerusalem, Jew-haters gathered to deny that Jews have human rights. They used the UN's anti-racism banner to assert that it is not racist to kill and incite the murder of Jews. Jews were singled out and condemned as the only nation in the world whose national liberation movement — Zionism — is racist.
BUT EVEN more important than its service in glorifying suicide bombers and their political commissars just three days before the September 11 jihadist assault on the US, the Durban conference was the place where the blueprint for the political war against Israel was authored. At the NGO conference which took place as an adjunct to the governmental conference, self-proclaimed "human rights" groups from around the world agreed that their job was to criminalize the Jewish state to isolate it politically, diplomatically and economically. As key organizers put it, the "activists'" job was to conduct a nonviolent jihad to complement the work of the "resistance fighters" massacring children and parents in Israel.
The Durban II conference last year in Geneva was supposed to reinvigorate the political war that was launched in 2001. But it was a bust. The only head of state to address the proceedings was Iranian dictator Mahmoud Ahmadinejad. He used the occasion to again call for the eradication of the Jewish state.
To prevent another flop, last month the Palestinians and their supporters agreed that the 10th anniversary conference will be held in New York during the opening of UN General Assembly. Their goal is to piggyback on that conference to get heads of state that are in New York already to join in their anti-Israel political war.
And they have every reason for optimism. Although Canada and Israel have announced their plans to boycott the conference, the Obama administration has been noticeably unwilling to distance itself from it.
Given the swank locale of Durban III, the Palestinians and their friends trust they will enjoy a reprise of the virulently anti-Jewish NGO conference of a decade ago. The resolution clearly advocates such an outcome in its call for "civil society, including NGOs to organize and support" the conference "with high visibility."
For Fatah leaders like the Palestinian Authority's unelected president Mahmoud Abbas and its unelected prime minister Salam Fayyad, the Durban III conference will be the culmination of their current campaign to delegitimize Israel.
Last week the PA announced it will ask the UN Security Council to pass an anti- Semitic resolution defining Jewish building in Judea, Samaria and Jerusalem as illegal. This move dovetails nicely with Abbas's statement over the weekend that "Palestine" will be Jew-free. As he put it, "If there is an independent Palestinian state with Jerusalem as its capital, we won't agree to the presence of one Israeli in it. When a Palestinian state is established, it would have no Israeli presence."
To date neither of these racist bids to deny Jews basic rights to their homes and land just because they are Jews has been opposed by any government or human rights group. And if the Obama administration allows the PA's anti-Semitic resolution to go forward in the Security Council, the move would be a massive victory for the political war against Israel.
That war has already won some other significant victories of late. The decision by five South American governments to recognize "Palestine" along the 1949 armistice lines, like the decision by a number of European states — following the US — to upgrade the PLO's diplomatic status are tactical gains.
Secretary of State Hillary Clinton signaled this month that the Obama administration is wholly on board Fatah's political warfare bandwagon. In her speech at the Brookings Institute on December 10, she said the Obama administration supports Fatah's plan to build facts on the ground that will make it more difficult for Israel to maintain its control over Judea, Samaria and Jerusalem.
After calling Jewish presence in the areas "illegitimate," Clinton pledged the US "will deepen our support of the Palestinians' state-building efforts."
Among other things, she pledged to continue training and deploying a Palestinian army in Judea and Samaria and pressuring Israel to withdraw the IDF from the areas.
As she put it, "As the Palestinian security forces continue to become more professional and capable, we look to Israel to facilitate their efforts. And we hope to see a significant curtailment of incursions by Israeli troops into Palestinian areas."
These then are the contours of the Palestinians' war plans for 2011. Hamas will launch an illegal missile war to provoke an IDF campaign in Gaza. Iran, Syria, Hizbullah, Turkey, the UN and a vast array of NGOs and leftist governments from Norway to Brazil will support its illegal war.
Fatah will escalate its political war. Its campaign will be supported by the US, the EU, the UN and a vast array of NGOs and leftist governments.
The purpose of these two campaigns — which complement one another and which will likely culminate at the UN in September — is to weaken Israel militarily and politically with the shared purpose of destroying it in the fullness of time.
SO WHAT must Israel do? In the first instance, it must decide that its goal is not merely to weather this storm, but to win both of these wars.
In recent days we have been witness to a mildly entertaining fight between Defense Minister Ehud Barak and former prime minister Ehud Olmert. Olmert accused Barak of purposely failing to defeat Hamas during Operation Cast Lead. Barak, Olmert alleged, "did everything he could to defend Hamas and to prevent its downfall in the Gaza Strip."
Barak responded to Olmert's broadside by accusing the leader who failed to defeat Hizbullah in the 2006 war of "phony Churcillianism."
Ironically, of course, both are right. Both of them led Israel in war with extreme incompetence. Both refused to put together strategies for victory.
Now as the country contemplates a reprise of Cast Lead, Prime Minister Binyamin Netanyahu must ensure that when the IDF acts, it acts decisively and emerges victorious. If this means firing Barak, then he must be fired.
The same is true in the political realm. The Palestinian offensive must be met by a counteroffensive that is informed by a strategy for victory. Foreign Minister Avigdor Lieberman demonstrated the starting point on Sunday when he told Israel's ambassadors that peace with the Palestinians is impossible. But this is not enough.
Any strategy for victory in political warfare must begin with a clear recognition of reality. Peace is impossible because like Hamas, Fatah is the enemy. Its leaders and rank and file reject our right to exist. They are building a state that will be at war with us. They are avidly working to delegitimize us with the intention of destroying us together with their brothers in Hamas — whom they finance with US and other foreign aid.
A political war against Fatah would involve actively discrediting its members and leaders. Today Fatah is running a campaign libeling IDF soldiers and commanders as war criminals. Israel must file valid war crimes complaints against Fatah terrorists and political leaders in the international and foreign judicial bodies.
Fatah uses the UN to delegitimize us. Our delegations at all UN bodies must daily submit resolutions calling for the condemnation of the Palestinians for their efforts to criminalize us and carry out war crimes against us.
Israel must also rally its allies to its side. We must ask our friends in the US Congress to defund the Palestinian Authority and UNRWA. The PA is a terroristic and criminal syndicate that uses US taxpayer dollars to finance terrorism and pad the pockets of terror masters and apparachiks. UNRWA, which is supposed to be a welfare organization, openly acknowledges that it employs terrorists, allows its schools and camps to be used as jihad indoctrination centers, training camps and missile launching pads. The Congressional Research Service has stated that it is impossible to claim that US funds to UNRWA do not at least indirectly finance terror groups.
At home the government must stop all tax transfers to the PA. It must prohibit the deployment of the US-trained Palestinian army in Judea and Samaria. It must rebuff US pressure to curtail IDF counterterror operations in Judea and Samaria.
The government must outlaw all organizations assisting the Palestinians in their military and political warfare operations. It should support class action lawsuits against the PA by terror victims in local courts. It should withhold diplomatic visas to representatives of countries like Britain where Israeli politicians and military personnel are barred from travelling due to Palestinian lawfare operations.
The government should implement Netanyahu's open airwaves plan and encourage the launch of a private all news network along the Fox News model.
The Palestinians clearly see the coming year as a decisive year in their war to destroy Israel. The Netanyahu government needs to muster its forces to battle. These are battles we can win. But to do so, we must commit ourselves to victory.
Israel can't defeat Hezbollah: Israeli expert
JERUSALEM (Reuters) – Israel cannot defeat Hezbollah in a direct engagement and the Lebanese guerrilla group would inflict heavy damage on the Israeli home front if war broke out, a former Israeli national security adviser said Thursday.
Though outnumbered and outgunned, Hezbollah held off Israel's advanced armed forces in a 2006 war and fired more than 4,000 rockets into Israeli territory. The group has a domestic political base and has since bolstered an arsenal that Israel describes as a strategic threat.
Tensions between Israel and Hezbollah's Iranian and Syrian backers have stoked expectations of renewed violence in Lebanon.
"Israel does not know how to beat Hezbollah," said Giora Eiland, an army ex-general who served as national security adviser to former prime ministers Ariel Sharon and Ehud Olmert.
"Therefore a war waged only as Israel-versus-Hezbollah might yield better damage on Hezbollah, but Hezbollah would inflict far worse damage on the Israeli homefront than it did 4-1/2 years ago," he told Israel Radio.
Echoing serving Israeli officials, Eiland said:
"Our only way of preventing the next war, and of winning if it happens anyway, is for it to be clear to everyone ... that another war between us and Hezbollah will be a war between Israel and the state of Lebanon and will wreak destruction on the state of Lebanon.
"And as no one -- including Hezbollah, the Syrians or the Iranians -- is interested in this, this is the best way of creating effective deterrence."
Except for a deadly August skirmish between Israeli forces and the regular Lebanese army, the border has been mostly quiet.

The Maan news agency said four of the five terrorists have been identified. They resided in a refugee camp in central Gaza, the report said.
The strike followed a relatively violent month in the south. Two weeks ago the Air Force bombed three Hamas targets in Gaza, in response to mortar shell fire at Israel.

"Zim" company ship carrying goods and trying to make its way back to Israel avoids seizure attempt by pirates.
An Israeli ship belonging to the Zim company managed to escape from pirates who attempted to seize the ship while it was sailing in the Indian Ocean toward the Gulf of Aden, reported Israel Radio.
The pirates' boat tried to approach the Zim ship which was carrying a cargo of electronic goods, construction materials, textiles and other products.
Upon seeing the pirates, the Israeli ship sped up and after two hours managed to avoid them.
