June 25, 2010 World leaders, facing serious differences over the best way to nurture a fragile global recovery, are agreeing to disagree in a variety of key areas.
Even before the economic talks were to begin over lunch Friday, the leaders engaged in a series of dueling letters and interviews that exposed their conflicts.
The three days of talks were starting at a lakeside resort north of Toronto where the Group of Eight countries — the United States, Japan, Germany, France, Britain, Italy, Canada and Russia — will discuss proposals to increase support for maternal and child health care in poor nations and hold an outreach meeting with leaders of seven African nations.
The G-8 will also spend time exchanging views on hot-button issues, such as Iran's nuclear program and possible sanctions on North Korea following the sinking of a South Korean warship.
Barack Obama, who was arriving after a tough two months dealing with the worst offshore oil spill in U.S. history, was not getting a lot of support for his cautionary warnings that countries should not pull back their stimulus efforts too quickly.
Britain, Germany, France and Japan have all unveiled deficit-cutting plans. Canadian Prime Minister Stephen Harper, the host for the summit meetings, was urging the countries to agree to concrete deficit-reduction goals as a way of restoring investor confidence following the turmoil caused by the Greek debt crisis.
Asked about the disputes over stimulus spending versus deficit reductions, Canadian Finance Minister Jim Flaherty said, "One size doesn't fit all."
The countries were also struggling to resolve major differences over reform of the financial system, including setting tougher standards for bank capital, the cushion banks must hold to cover losses, and over whether countries should impose taxes on banks to reimburse taxpayers for the bank bailouts and to build up funds to cover future bailouts.
Toronto was braced for the potential of disruptive protests that so far have not materialized.
Toronto's downtown core resembled a fortress with a big steel and concrete fence erected over several blocks to protect the summit site. Canadian police patrolled the Lake Ontario waterfront from boats and jet skis. The number of security forces protecting the summit meetings was estimated to total 19,000, drawn from all over Canada.
The G-20 leaders' summits began in the fall of 2008 in response to the global economic crisis that struck with fury after the collapse of Lehman Brothers, a major U.S. investment bank.
At that time, the leaders joined to assemble multibillion-dollar support packages to restart economic growth and financial rescue efforts to rescue a froze global banking system.
But now that the banks are back from the brink and the world's economies are growing again, unity is proving more elusive.
Obama sent a letter last week warning that removing the massive government stimulus spending too quickly could represent a repeat of the disastrous mistakes of the 1930s that prolonged the Great Depression.
But Harper sent out his own letter urging establishment of firm deficit reduction goals.
Some leaders didn't appreciate being lectured by Obama on the need for countries running trade surpluses, which would include China, Germany and Japan, to do more to boost domestic spending to help the global economy while U.S. consumers, long the driver of global growth, begin to save more.
"German export successes reflect the high competitiveness and innovation strength of our companies," German Chancellor Angela Merkel said in an interview published in The Wall Street Journal. "Artificially reducing Germany's competitiveness would be of no use to anyone."
Britain, Japan and, unexpectedly, Australia were sending new leaders to the G-20 summit. Australia's ruling Labor Party abruptly ousted Prime Minister Kevin Rudd. Julia Gillard replaced him, becoming Australia's first female leader. Wayne Swan, her new deputy and the country's finance minister, was to represent Australia at the Canadian meetings.
It will be the first appearance at the G-20 table for British Prime Minister David Cameron and Japanese Prime Minister Naoto Kan. And both were bearing deficit-cutting messages.
Cameron comes after his Conservative government unveiled an emergency budget Tuesday that contained higher taxes and the toughest cuts in public spending in decades. And Kan said this week that deficit reduction would be his top agenda item at the Canadian meetings and that Japan would soon start debating a possible sales tax increase to rein in the nation's bulging deficits.
Both are trying to avoid Greece-style government debt crises.
Talking to reporters on the flight from London, Cameron sought to play down any differences with the United States.
"This weekend isn't about a row over fiscal policy. We all agree about the need for fiscal consolidation," he said. "This is about putting the world economy on an irreversible path to recovery."
After the G-8 discussions in the Muskoka lake region of Canada, Obama and the other G-8 leaders will reconvene in Toronto for the G-20 summit.
The larger group of nations, including such major developing powers as China, Brazil and India, will begin discussions over dinner Saturday night and will wrap up after further talks on Sunday.
The G-20 final statement expected to be issued on Sunday notes that "while growth is returning in many countries, the recovery is uneven and fragile, and unemployment remains at unacceptable levels," according to an early draft that the environmental group Greenpeace said it obtained.

June 26, 2010 After failing to resolve their differences on economic strategy, world leaders are turning their attention to grappling with some of the globe's toughest foreign policy problems.
Barack Obama and other leaders of the Group of Eight major industrial countries were scheduled to open their second day of talks Saturday focused on nuclear standoffs with Iran and North Korea.
On Iran, the U.S. and European nations will push other major powers to join them in imposing tough new sanctions on Tehran over its suspect nuclear program,
a move that would build on expanded U.N. Security Council measures adopted this month.
But China and Russia only reluctantly supported those sanctions and have balked at new unilateral steps against Iran.
The foreign policy discussions among the leaders of the G-8 — the United States, Japan, Germany, France, Britain, Italy, Canada and Russia —
were taking place after an opening day of talks during which the group failed to resolve a dispute over the proper mix of government spending and deficit reductions needed to keep the global economy on track.
Obama made the case that the global economy remained fragile and should not be put at risk by countries moving too rapidly to trim their bulging deficits through spending cuts and tax increases, which can slow economic growth.
But leaders of Britain, Germany, Canada and Japan argued that deficit cuts were needed to reassure nervous investors, given the severe market turmoil experienced in May after the near-default of Greece on its huge debt burden.
G-20 and one-on-one talks
The G-8 talks were being held in a resort that is a two-hour drive north of Toronto. After they wrap up at midday Saturday, the G-8 leaders were scheduled to travel to Toronto for discussions with the larger Group of 20, which includes not only the wealthy nations but major emerging powers such as China, Brazil and India.
The G-20 leaders' summit, launched in response to the global financial crisis in the fall of 2008, has now replaced the G-8 as the world's premier forum for discussing and coordinating economic policy.
In addition to the group discussions, the leaders were holding a series of one-on-one talks.
Obama was meeting Saturday with new British Prime Minister David Cameron for the first time since Cameron took power last month. Those talks were expected to cover the difficulties posed by the BP oil spill.

The G8 leaders criticised North Korea and Iran over their nuclear activities, and they described the Israeli blockade of the Gaza Strip as not sustainable.

The leaders of the world's eight top industrial democracies on Saturday called the current tensions in Gaza "unsustainable."
The countries - the U.S., Britain, France, Germany, Italy, Canada, Japan and Russia - drafted the statement at the end of a meeting in Canada of the eight powers, and before a larger group of 20 nations was to convene.
"The current arrangements are not sustainable and must be changed," the statement read.
The draft came two days after the Council of Europe parliamentarians called on Israel to completely end its siege of the Gaza Strip.
Israel imposed a blockade on the Palestinian territory in 2007, following Hamas' violent takeover of the Strip. Last week, Prime Minister Benjamin Netanyahu announced that he would ease the restrictions of the land blockade, but that the naval blockade would remain intact.
"We welcome the Israeli Cabinet’s announcement of a new policy towards Gaza as a positive development. We urge full and effective implementation of this policy in order to address the needs of Gaza’s population for humanitarian and commercial goods, civilian reconstruction and infrastructure, and legitimate economic activity as well as the legitimate security concerns of Israel that must continue to be safeguarded," the statement went on to say.
In the statement, the G8 participants expressed regret over the deaths of 9 Turkish activists aboard an aid ship headed for Gaza, in violation of the naval blockade, when Israeli commandos clashed with passengers on May 31. The countries welcomed, however, Israel's decision to independently investigate the event "in the expectation that it will bring to light all the facts surrounding this tragic incident."
"We call for the immediate release of the abducted Israeli soldier, Gilad Shalit," the statement continued, coinciding with the fourth anniversary of the abduction of the Israeli soldier by Gaza militants.
On Iran, the G8 repeated calls made at its summit last year for Tehran's leaders to respect the rule of law amid a crackdown on opposition supporters that began when government forces crushed 2009 post-election street protests.
"We expect the government of Iran to respect the rule of law and freedom of expression as outlined in the international parties to which Iran is a party," the draft statement said.
Major members of the G8 led by the United States this month pushed through new United Nations sanctions on Tehran over its nuclear program, which Western nations fear is aimed at producing atomic weapons. Iran says the program is for peaceful purposes.

World leaders "believe absolutely" that Israel may decide to take military action against Iran to prevent the latter from acquiring nuclear weapons, Italian Prime Minister Silvio Berlusconi said Saturday.
“Iran is not guaranteeing a peaceful production of nuclear power [so] the members of the G-8 are worried and believe absolutely that Israel will probably react preemptively,”
Berlusconi told reporters following talks with other Group of Eight leaders north of Toronto.
The leaders of the G-8, which comprises Britain, France, Germany, Italy, Japan, Russia, Canada and the United States, devoted much of their two-day session to discussion of the contentious nuclear programs unfolding in North Korea and Iran.
The leaders issued a statement on Saturday calling on Iran to "respect the rule of law" and to "hold a "transparent dialogue" over its nuclear ambitions.
In their communiqué, the leaders of the world's richest countries said they respected Iran's right to a civilian nuclear program, but noted that such a right must be accompanied by commitment to international law.
"We are profoundly concerned by Iran's continued lack of transparency regarding its nuclear activities and its stated intention to continue and expand enriching uranium, including to nearly 20 percent," they said in a communique.
"Our goal is to persuade Iran's leaders to engage in a transparent dialogue about its nuclear activities and to meet Iran's international obligations," adding that they urged the Islamic Republic "to implement relevant resolutions to restore international confidence in the peaceful nature of Iran's nuclear program."
Their conclusions followed Iranian President Mahmoud Ahmadinejad's declaration late last week that Tehran was prepared to lay down its conditions to the international community regarding discussion of its nuclear program.

Leaders of the G7 industrial nations meeting in Brussels say they are prepared to impose further sanctions on Russia over its actions in Ukraine.
